【摘要】：官德在整個社會道德體系中處于主導地位,對全社會的道德建設具有示范和引領作用。由于對外開發(fā)搞活和市場經(jīng)濟的高速發(fā)展,帶來的不僅僅是物質(zhì)享受的沖擊、文化觀念的改變,更多的是意識形態(tài)領域的變革,加上政府部門監(jiān)督機制不健全等諸多因素的影響,產(chǎn)生了一系列政府部門領導干部官德失范的問題,對我國經(jīng)濟社會發(fā)展產(chǎn)生了諸多消極影響。因而,在這一背景下研究官德建設問題,進一步改善和加強領導干部官德建設,其研究具有十分重要理論意義與現(xiàn)實意義。官德在各朝各代都放在國家治理的首要位置,是社會最高層次的道德實踐主體。本文堅持務實管用、便于操作的原則,結(jié)合工作實踐,采用案例分析和文獻研究的方法、理論聯(lián)系實際,提出對策建設,從而使研究能夠落到實處,實踐經(jīng)驗得以總結(jié)和為他人借鑒。本文以西安市碑林區(qū)官德建設為研究對象,通過分析西安市碑林區(qū)領導干部官德建設開展情況和存在的問題,在對官德理論進行研究的基礎之上,提出進一步加強領導干部官德建設的意見建議。首先,通過研究官德建設的背景、國內(nèi)外的研究現(xiàn)狀,確立官德建設科學的目標。通過分析西安市碑林區(qū)官德建設的現(xiàn)狀和問卷調(diào)查,分析官德建設中存在的問題和存在的原因,為研究提供堅實的數(shù)據(jù)資料；進而提出完善和加強官德建設的對策建議與保障措施,給出了官德建設的目標效果和官德建設的對策,著力從育德、行德、考德、律德等重點環(huán)節(jié)入手,以教育修內(nèi)功,以行德為目的,以考核樹導向,以監(jiān)督作保障,建立健全官德建設的長效機制,確保官德建設的科學化、規(guī)范化、持續(xù)性運行。在探索思想道德教育和道德評價的同時,也研究利用制度規(guī)范確保官德建設能夠?qū)崿F(xiàn)的路徑,確保官德規(guī)范的制度化、規(guī)范性以及權(quán)威性,從而使得官德規(guī)范具有一定的約束力。
[Abstract]:Official morality plays a leading role in the moral system of the whole society and plays a leading role in the moral construction of the whole society. As a result of the invigorating external development and the rapid development of the market economy, it brings not only the impact of material enjoyment. The changes in cultural concepts, more than the changes in the ideological field, coupled with the influence of many factors, such as the unsound supervisory mechanism of government departments, have led to a series of problems of leading cadres in government departments who have lost the standard of official ethics. It has had many negative effects on the economic and social development of our country. Therefore, under this background, we should study the construction of official ethics and further improve and strengthen the construction of official ethics of leading cadres. Its research is of great theoretical and practical significance. The official morality is placed in the primary position of national governance in every dynasty and every generation, and is the highest moral practice subject of the society. This paper insists on the principle of pragmatic and practical, easy to operate. Combining the work practice, using the method of case analysis and literature research, combining theory with practice, putting forward the countermeasure construction, so that the research can be carried out. The practical experience can be summed up and used for reference by others. This paper takes the construction of official ethics in the Steles Forest District of Xi'an as the research object, and analyzes the development situation and existing problems of the construction of official ethics of leading cadres in the area of Steles Forest of Xi'an. On the basis of the research on the theory of official morality, this paper puts forward some suggestions on how to further strengthen the construction of official ethics of leading cadres. First, through the research on the background of official ethics construction, the present research situation at home and abroad is discussed. Through analyzing the present situation and questionnaire survey of official morality construction in Xi'an, the problems and reasons in the construction of official morality are analyzed, which can provide solid data for the study. Then, it puts forward the countermeasures and measures to perfect and strengthen the construction of official morality, and gives the target effect of the construction of official morality and the countermeasures of the construction of official morality. The purpose is to conduct morality, to guide the examination tree, to take supervision as the guarantee, to establish and perfect the long-term mechanism of official moral construction, to ensure the scientific, standardized and continuous operation of official moral construction, to explore the ideological and moral education and moral evaluation at the same time, It also studies the ways to ensure the construction of official ethics by using institutional norms, and to ensure the institutionalization, standardization and authority of official moral norms, thus making official moral norms binding to a certain extent.
