【摘要】：目前,我國正處在社會轉(zhuǎn)型的重要時期,經(jīng)濟(jì)體制改革和政治體制改革都已經(jīng)進(jìn)入了攻堅期,這一時期尤其需要得到治理理論的指導(dǎo),促進(jìn)各方面的健康發(fā)展。隨著我國政府職能的轉(zhuǎn)變,進(jìn)一步簡政放權(quán),以及“小政府、大社會”目標(biāo)的確立。國家和社會的關(guān)系在悄然發(fā)生著改變,社會組織的定位和作用也在發(fā)生著改變,同時也面臨新的分化與合理定位。在這個背景下,非政府組織迅速發(fā)展起來,并以其獨(dú)特的優(yōu)勢參與到社會治理中。政府要對非政府組織的發(fā)展負(fù)起責(zé)任,提供相應(yīng)的支持與幫助,不能再抱著以前的管理思想,而是應(yīng)該采取合作的方式,促使非政府組織發(fā)揮自身的作用,創(chuàng)建符合新行政環(huán)境的體制和模式,探尋非政府組織有效參與社會治理的途徑,這對于推進(jìn)非政府}D織的自身發(fā)展,政府治理公共事務(wù),增進(jìn)公共福祉以及實(shí)現(xiàn)社會治理體系和治理能力現(xiàn)代化等問題,均具有重要的理論意義和現(xiàn)實(shí)意義。本篇研究主要利用了多中心治理理論、第三方管理理論、政府與市場失靈理論作為本文的理論支撐,并采用了文獻(xiàn)研究法和定性研究方法,首先厘清了治理、非政府組織等相關(guān)概念,然后對我國非政府組織參與社會治理的現(xiàn)狀進(jìn)行分析,其中包括非政府組織參與社會治理的主要領(lǐng)域、模式以及非政府組織在社會治理中的作用和參與社會治理的意義。并在此基礎(chǔ)上探尋非政府組織參與社會治理的困境,其中有制度性障礙、政府與非政府組織之間缺乏有效互動和非政府組織自身能力不足等。最后總結(jié)出相關(guān)的對策建議,即暢通法制化的參與渠道,建立合作參與型的社會治理機(jī)制以及提高非政府組織自身參與能力。
[Abstract]:At present, our country is in the important period of social transformation, the economic system reform and the political system reform have already entered the critical period, this period especially needs to be guided by the governance theory. To promote the healthy development of all aspects. With the transformation of the functions of our government, the further simplification of government power, and the establishment of the goal of "small government, big society." the relationship between the state and society is quietly changing. The orientation and role of social organizations are also changing. At the same time, they are facing a new differentiation and rational orientation. Under this background, non-governmental organizations have developed rapidly. And take part in social governance with its unique advantages. The government should take responsibility for the development of non-governmental organizations and provide corresponding support and help. Instead of adhering to its previous management ideas, the government should adopt a cooperative approach. To urge non-governmental organizations to play their own role, to create a system and model in line with the new administrative environment, and to explore ways for non-governmental organizations to participate effectively in social governance, which will promote the self-development of non-governmental organizations, and the government will govern public affairs. It is of great theoretical and practical significance to promote public welfare and realize the modernization of social governance system and governance ability. The theory of government and market failure is taken as the theoretical support of this paper, and the literature research method and qualitative research method are used to clarify the related concepts of governance, non-governmental organizations and so on. Then it analyzes the current situation of the participation of non-governmental organizations in social governance, including the main areas in which non-governmental organizations participate in social governance. On the basis of the model, the role of NGOs in social governance and the significance of participating in social governance, the difficulties of NGOs participating in social governance are explored, among which there are institutional obstacles. There is a lack of effective interaction between the government and non-governmental organizations and the lack of capacity of the non-governmental organizations. Finally, the author summarizes the relevant countermeasures and suggestions, that is, to open up the legal participation channels. To establish a cooperative and participatory social governance mechanism and to improve the ability of NGOs to participate.
