【摘要】：隨著我國第三部門在社會中功能的發(fā)揮和影響力的提升,學(xué)界對其中具有重要地位的NGO和基金會開始全面而深入的研究,NGO在發(fā)展過程所面臨的資源獲取能力問題也成為重要議題。相對于眾多的資助主體而言,基金會具有獨特的社會使命和資源優(yōu)勢,在NGO資助中能發(fā)揮的的作用尤為引人關(guān)注。同時我們也很明顯可以認(rèn)識到,基金會資助草根NGO是公益行業(yè)實現(xiàn)優(yōu)化資源配置,促進(jìn)公益力量成長極具意義的運行方式。但是在充滿期待的贊譽聲過后,我們不得不正視的現(xiàn)實是,基金會對草根NGO資助過程中廣泛存在的“志愿失靈”現(xiàn)象,使得資助效果大打折扣,極大地影響著資助實踐的發(fā)展。而通過對以往研究的回顧,筆者發(fā)現(xiàn)學(xué)界對這種現(xiàn)狀背后的運行邏輯和原因分析鮮有深入系統(tǒng)的探討。本文在對國內(nèi)資助現(xiàn)狀進(jìn)行描述的基礎(chǔ)上,從價值使命契合,資源投入效用和雙方優(yōu)勢互補的視角分析了基金會資助草根NGO必要性和可能性,并在正視當(dāng)前資助形勢的前提下,指出基金會的資助實踐并沒有有效地緩解草根NGO資金短缺的問題,也未能在改善雙方合作關(guān)系的同時發(fā)揮出促進(jìn)公益行業(yè)發(fā)展的應(yīng)有作用。文章基于對我國非政府組織發(fā)展現(xiàn)狀的認(rèn)識,認(rèn)為資助效果和意義是多角度和多方面的因素共同作用形成的,并通過借鑒志愿失靈、理性選擇和有限理性以及社會交換理論等視角,從外部宏觀環(huán)境,行業(yè)內(nèi)部發(fā)展以及基金會和草根NGO自身等方面尋找答案。宏觀的外部因素包括脆弱的社會環(huán)境和政府政策管理體制的限制；自身發(fā)展方面的因素主要體現(xiàn)在基金會從項目審批到最終的評估結(jié)項各環(huán)節(jié)的運行機制,草根NGO不成熟的組織結(jié)構(gòu)、有限的項目執(zhí)行和資源獲取能力以及不正當(dāng)?shù)睦媛?lián)盟等方面,并基于這些因素詳細(xì)分析了其中的的作用機制和運行邏輯。
[Abstract]:Along with our country the function of the third sector in the society play and enhance the influence of academia has an important position in which NGO and Foundation began a comprehensive and thorough study ability problems of NGO in the development process of resource acquisition has become an important issue. Compared to the funding body, has a unique social foundation the mission and resources, can play the role of NGO in funding is particularly interesting. At the same time, we also can clearly recognize that fund grassroots NGO is implemented to optimize the allocation of resources of public welfare industry, promote public power operation mode of growth of great significance. But after looking forward to the sound of praise, we have to face the reality is that the foundation of grassroots NGO in the funding process of "voluntary failure" phenomenon, making funding effect, which greatly affect the practice of funding Show. Through a review of the previous research, the academic discussion on this situation behind the operation logic and reason analysis system. The author found few in-depth based on the description of the domestic funded status, from the value of mission fit, resource utility and two complementary advantages from the perspective of the foundation of grassroots NGO the necessity and possibility, and in the face of the current funding situation, pointed out that the fund has not funded the practice of grassroots NGO effectively alleviate the problem of shortage of funds, but also failed to improve cooperation between the two sides should play a role in promoting the development of service industry. The article on China's non governmental organizations based on the understanding of the development status quo that is, support effect and significance of interaction factors from different angles and aspects, and by drawing on the voluntary failure, rational choice and limited rationality and social In theoretical perspective, from the external macro environment, industry development as well as the foundation and the grassroots NGO themselves and find the answer. The external factors include macro fragile social environment and government policy management system; the factors of its development is mainly reflected the operation mechanism of each node link from project approval to the final evaluation in the fund the organization structure of grassroots NGO immature, project execution and limited resources and ability to obtain improper benefits alliance, and these factors based on detailed analysis of the mechanism and operation logic.
