【摘要】：對烏魯木齊、和田和喀什等地基層干部和群眾的訪談和問卷調(diào)查顯示:當(dāng)前邊疆地區(qū)民族互嵌型社區(qū)建設(shè)存在民族間學(xué)習(xí)機(jī)制不完善,不利于各民族情感交流;住房市場的"階層過濾"機(jī)制,加劇城市空間分化;"暴恐"案件的容易引起安全憂慮,市民混居意愿不強(qiáng);東部城市就業(yè)政策不到位,少數(shù)民族大學(xué)畢業(yè)生"返流"擠壓本地就業(yè)市場等四個(gè)方面的困境,不利于城市各民族交往交流交融。因此,要盡快建立健全各民族相互學(xué)習(xí)語言文化的機(jī)制;建立"28規(guī)律"式的"房價(jià)-民族互嵌度"逆向調(diào)整機(jī)制,鼓勵(lì)各民族"空間互嵌";設(shè)立各民族安全互助專項(xiàng)基金,支持各民族"心理互嵌";完善少數(shù)民族就業(yè)保障機(jī)制,促進(jìn)少數(shù)民族融入東部城市。
[Abstract]:The interviews and questionnaires among the grassroots cadres and the masses in Urumqi, Hotan and Kashi show that there are imperfect learning mechanisms among nationalities in the construction of inter-ethnic interembedded communities in the frontier areas, which is not conducive to the emotional exchange among different nationalities; The "stratum filtering" mechanism of the housing market has aggravated the division of urban space; the case of "violent terror" is liable to cause security concerns, and the citizens' desire to live in a mixed way is not strong; and the employment policy in the eastern cities is not in place. The predicament of "returning flow" of minority university graduates squeezing the local job market is not conducive to the exchange and integration of the various nationalities in the city. Therefore, it is necessary to establish and improve the mechanism of learning language and culture from different nationalities as soon as possible; To establish a "28 law" mechanism for reverse adjustment of "housing prices-ethnic inlay" to encourage all ethnic groups to be "spatially embedded"; to set up special mutual assistance funds for the security of all ethnic groups to support the "psychological inlay" of all ethnic groups; and to perfect the employment security mechanism for ethnic minorities. Promoting the integration of ethnic minorities into eastern cities.
