公考培訓(xùn)市場(chǎng)現(xiàn)狀分析及對(duì)策研究

【摘要】:1993年8月,國(guó)務(wù)院正式頒布了《國(guó)家公務(wù)員暫行條例》作為國(guó)家行政機(jī)關(guān)工作人員錄用、考核、享有的權(quán)利和履行的義務(wù)等方面的法律依據(jù)。自國(guó)家實(shí)行公務(wù)員考試,報(bào)考公務(wù)員的人數(shù)每年都在增加,2004年國(guó)考人數(shù)為12萬(wàn),隨著招考職位和招錄人數(shù)的增加,報(bào)考人數(shù)也在急劇增長(zhǎng),經(jīng)過(guò)10年的發(fā)展,2014年國(guó)考審核通過(guò)人數(shù)達(dá)到152萬(wàn)!肮紵帷贝呱艘粋(gè)新的行業(yè),公務(wù)員考試培訓(xùn)機(jī)構(gòu)。由于公務(wù)員考試難度較大,很多考生雖然有一腔報(bào)考熱情,但對(duì)于如何準(zhǔn)備公務(wù)員考試卻是一頭霧水,因此,尋求培訓(xùn)機(jī)構(gòu)進(jìn)行考前培訓(xùn)成為很多考生的選擇。如何在眾多的培訓(xùn)機(jī)構(gòu)中脫穎而出并保持優(yōu)勢(shì),使得更多考生選擇自己?這是每個(gè)培訓(xùn)機(jī)構(gòu)面對(duì)的問(wèn)題。雖然公考市場(chǎng)需求巨大,但是縱觀近幾年公務(wù)員招錄人數(shù)的變化不難發(fā)現(xiàn),從2015年開(kāi)始,公考報(bào)名人數(shù)連續(xù)兩年出現(xiàn)下降,業(yè)內(nèi)人士預(yù)計(jì)未來(lái)幾年,依然會(huì)持續(xù)這種下降的趨勢(shì)。市場(chǎng)的變化對(duì)于公務(wù)員培訓(xùn)機(jī)構(gòu)會(huì)有怎樣的影響?公考培訓(xùn)機(jī)構(gòu)應(yīng)該如何在多變的市場(chǎng)環(huán)境中保持穩(wěn)定的發(fā)展?本文主要進(jìn)行了以下幾個(gè)方面的研究:(1)介紹了公務(wù)員考錄制度及考前培訓(xùn)的國(guó)內(nèi)外研究現(xiàn)狀,并在前人的基礎(chǔ)上提出了自己的見(jiàn)解和創(chuàng)新。(2)論述了公務(wù)員培訓(xùn)制度和市場(chǎng)的相關(guān)理論,對(duì)公務(wù)員的定義、公務(wù)員考試的定義、公務(wù)員考錄制度的特點(diǎn)進(jìn)行了梳理,分析了公務(wù)員考錄制度存在的問(wèn)題。(3)介紹了華圖教育的基本情況,并且從優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)、威脅四個(gè)方面進(jìn)行了詳細(xì)的SWOT的分析和總結(jié),為進(jìn)一步探究華圖教育如何應(yīng)對(duì)多變的市場(chǎng)環(huán)境打下基礎(chǔ)。(4)通過(guò)在實(shí)地進(jìn)行問(wèn)卷調(diào)查和利用網(wǎng)絡(luò)進(jìn)行問(wèn)卷調(diào)查相結(jié)合的方式,調(diào)查了社會(huì)對(duì)于公務(wù)員這一職業(yè)的態(tài)度、對(duì)于公務(wù)員考試培訓(xùn)機(jī)構(gòu)(華圖教育)的認(rèn)知現(xiàn)狀以及對(duì)于公務(wù)員今后發(fā)展趨勢(shì)的預(yù)測(cè)等問(wèn)題。利用SPSS軟件對(duì)問(wèn)卷調(diào)查的結(jié)果進(jìn)行了問(wèn)卷的信度分析、回歸分析、相關(guān)分析和主成分分析,從理論和科學(xué)的角度探究哪些因素會(huì)影響人們對(duì)于公務(wù)員考試培訓(xùn)機(jī)構(gòu)的偏好程度、哪些因素會(huì)影響人們報(bào)考公務(wù)員的意愿、哪些途徑的宣傳效果更好等問(wèn)題。(5)根據(jù)SPSS軟件對(duì)調(diào)查問(wèn)卷的分析,提出了針對(duì)華圖教育的市場(chǎng)營(yíng)銷策略,對(duì)華圖教育的發(fā)展起到積極的指導(dǎo)作用,實(shí)現(xiàn)企業(yè)的可持續(xù)發(fā)展。(6)對(duì)本文的研究工作進(jìn)行了總結(jié),并提出了以后要解決的問(wèn)題和未來(lái)研究方向。
[Abstract]:In August 1993, the State Council formally promulgated the interim regulations on State Civil servants as the legal basis for the recruitment, assessment, enjoyment of rights and obligations of staff of state administrative organs. The number of candidates for civil servants is increasing every year. In 2004, the number of national candidates was 120,000. With the increase in the number of candidates for positions and applications, the number of applicants has also increased dramatically. After 10 years of development, the number of people who passed the examination and approval of the national examination reached 1.52 million in 2014. The "public examination craze" gave birth to a new industry, the civil servant examination training institution. Because of the difficulty of the civil servant examination, many candidates had a passion for applying for the examination. However, how to prepare for the civil service examination is a fog. Therefore, seeking training institutions for pre-test training has become the choice of many examinees. How to stand out and maintain an advantage in many training institutions, so that more candidates choose themselves? This is a problem that every training institution faces. Although the market demand for public examinations is enormous, it is not difficult to find that since 2015, the number of applicants for public examinations has declined for two consecutive years, looking at the changes in the number of civil servants recruited in recent years. Industry insiders expect to continue this downward trend in the next few years. How will the market change affect civil service training institutions? How should the public test training institutions maintain stable development in the changing market environment? This article mainly carries on the following several aspects of research: 1) introduced the civil servant examination system and the pre-examination training domestic and foreign research present situation, And on the basis of the predecessors put forward their own views and innovations. 2) discussed the civil servant training system and the relevant theory of the market, the definition of civil servants, the definition of civil servants examination, the characteristics of the civil servant examination system were combed. This paper analyzes the problems existing in the civil servant examination system. (3) introduces the basic situation of Huatu education, and makes a detailed analysis and summary of SWOT from four aspects: strengths, weaknesses, opportunities and threats. In order to further explore how Huatu education can cope with the changing market environment, this paper investigates the attitude of the society towards this profession of civil servants through a questionnaire survey in the field and a questionnaire survey through the use of the network. In this paper, the author analyzes the reliability and regression analysis of the results of the questionnaire by using SPSS software to analyze the cognitive status of the civil servants' examination and training institutions (Huatu education) and to predict the future development trend of the civil servants. Related analysis and principal component analysis, from the perspective of theory and science to explore which factors will affect the degree of preference for civil service examination and training institutions, which factors will affect people's willingness to apply for civil servants. According to the analysis of the questionnaire by SPSS software, the marketing strategy for Huatu education is put forward, which plays a positive role in guiding the development of Huatu education. This paper summarizes the research work of this paper, and puts forward the problems to be solved in the future and the research direction in the future.
