【摘要】：在香港回歸祖國二十周年之際,研究香港特區(qū)政府社會救助制度的發(fā)展變遷,了解香港社會救助制度的運行,不僅可以豐富"一國兩制"的理論研究,而且可以為中國內(nèi)地社會救助制度的發(fā)展和完善提供重要的借鑒�；貧w以來,為回應(yīng)市民的需要,香港社會救助制度不斷完善,為緩解香港貧窮問題和維護社會穩(wěn)定發(fā)揮了重要作用。香港社會救助制度的變革和發(fā)展可以為內(nèi)地社會救助制度改革提供重要的借鑒。內(nèi)地政府可以借鑒香港經(jīng)驗,把社會救助制度的改革發(fā)展與基本公共服務(wù)、公益慈善事業(yè)的發(fā)展相結(jié)合,加大對社會救助的資源投入,并根據(jù)社會經(jīng)濟發(fā)展的狀況及時調(diào)整社會救助水平,努力實現(xiàn)共享發(fā)展理念。
[Abstract]:On the occasion of the 20 anniversary of Hong Kong's return to the motherland, studying the development and changes of the social assistance system of the Hong Kong Special Administrative region Government and understanding the operation of the social assistance system in Hong Kong can not only enrich the theoretical research on "one country, two systems". Moreover, it can provide an important reference for the development and improvement of the social assistance system in mainland China. Since the reunification, in order to respond to the needs of the public, the social assistance system in Hong Kong has been continuously improved. It has played an important role in alleviating the poverty problem in Hong Kong and maintaining social stability. The reform and development of the social assistance system in Hong Kong can provide an important reference for the reform of the social assistance system in the mainland. The mainland government can learn from Hong Kong's experience. To combine the reform and development of the social assistance system with the development of basic public services and public welfare and charitable undertakings, to increase the input of resources for social assistance, and to adjust the level of social assistance in a timely manner in accordance with the conditions of social and economic development, Strive to achieve shared development concept.
