【摘要】：隨著我國市場(chǎng)經(jīng)濟(jì)的深入發(fā)展,群眾的物質(zhì)生活和精神生活需求也日益提高。作為現(xiàn)代國家成熟標(biāo)志之一的公共服務(wù)職能,不僅是對(duì)國家綜合能力的考驗(yàn),也是對(duì)為人民服務(wù)宗旨的深刻實(shí)踐。面對(duì)多元化、個(gè)性化、復(fù)雜化社會(huì)需求的挑戰(zhàn),傳統(tǒng)政府壟斷式的公共服務(wù)供給機(jī)制顯然無法適應(yīng)當(dāng)下的現(xiàn)實(shí)情況,由此而引發(fā)的公共服務(wù)困境不斷刺激著人們的改革神經(jīng)。以社會(huì)組織、第三部門、公民社會(huì)等為核心的社會(huì)主體的普遍崛起,逐漸成為公共領(lǐng)域的有生力量,不僅在打破政府單中心的傳統(tǒng)結(jié)構(gòu)上扮演著重要的角色,而且也為公共服務(wù)供給結(jié)構(gòu)的優(yōu)化發(fā)展創(chuàng)造了契機(jī)。公共服務(wù)供給機(jī)制的創(chuàng)新,既要尊重我國政治生態(tài)的現(xiàn)實(shí),保證政府在公共事務(wù)治理中的主導(dǎo)地位,同時(shí)也要正確回應(yīng)社會(huì)力量的發(fā)展,吸納多元主體的有序參與,共享公共權(quán)力、共擔(dān)公共責(zé)任、共謀發(fā)展道路。協(xié)同治理相關(guān)理論為公共服務(wù)機(jī)制的創(chuàng)新發(fā)展提供了新的研究視角。本文以公共服務(wù)協(xié)同機(jī)制研究為主題,試圖通過研究分析構(gòu)建一個(gè)公共服務(wù)協(xié)同機(jī)制的框架體系并尋求其實(shí)現(xiàn)途徑。文章首先在深入介紹協(xié)同相關(guān)理論的基礎(chǔ)上,梳理和分析了我國公共服務(wù)供給機(jī)制的演變歷程,從而然后在歷史發(fā)展中,總結(jié)出我國公共服務(wù)協(xié)同機(jī)制發(fā)展的初步成效。在肯定積極方面的基礎(chǔ)上,深入分析了我國公共服務(wù)協(xié)同機(jī)制在利益訴求、路徑依賴、參與無序、規(guī)范缺失等存在的問題,以期找出可資突破和解決的難點(diǎn)和重點(diǎn)。然后,詳細(xì)闡述公共服務(wù)協(xié)同機(jī)制建構(gòu)應(yīng)當(dāng)具備的要素,以確定實(shí)際發(fā)展與理論內(nèi)容的差距。從而在創(chuàng)新目標(biāo)、工具理性和價(jià)值理性三個(gè)維度上提出完善公共服務(wù)協(xié)同機(jī)制的有效對(duì)策,以為我國的公共服務(wù)實(shí)踐提供可資參考的依據(jù)。
[Abstract]:With the further development of the market economy in our country, the material and spiritual life needs of the masses are also increasing day by day. As one of the mature symbols of the modern country, the public service function is not only a test of the comprehensive ability of the country. It is also a profound practice of serving the people. In the face of the challenge of pluralism, individualization, and complicating social demand, the traditional government monopolistic public service supply mechanism obviously cannot adapt to the current reality. The dilemma of public service caused by this incessantly stimulates people's reform nerve. The general rise of social main body with social organization, third sector and civil society as the core gradually becomes the vital force in the public domain. It not only plays an important role in breaking the traditional structure of government single center, but also creates an opportunity for the optimization and development of public service supply structure. The innovation of public service supply mechanism should respect the reality of political ecology in our country. To ensure the leading position of the government in the governance of public affairs, and at the same time to correctly respond to the development of social forces, to absorb the orderly participation of multiple subjects, to share public power, and to share public responsibilities. The theory of collaborative governance provides a new research perspective for the innovation and development of public service mechanism. This paper tries to construct a framework system of public service coordination mechanism and seek its realization way through the research and analysis. Firstly, this paper introduces the theory of coordination correlation, combs and analyzes the evolution course of the public service supply mechanism in our country. Then, in the historical development, the paper summarizes the initial results of the development of the public service coordination mechanism in China. On the basis of affirming the positive aspects, the paper deeply analyzes the interest appeal, path dependence, participation disorder of the public service coordination mechanism in our country. In order to find out the difficulties and key points which can be overcome and solved, the paper expounds in detail the elements that should be possessed in the construction of the cooperative mechanism of public service. In order to determine the gap between the actual development and the theoretical content, this paper puts forward the effective countermeasures to perfect the coordination mechanism of public service in the three dimensions of innovation goal, tool rationality and value rationality, which can be used as a reference basis for the practice of public service in our country.
