【摘要】：本文試圖從整體性視角出發(fā)建構中觀層面的中國國家治理內(nèi)在權力結構與運行機制。在基于統(tǒng)治集團、官僚集團與民眾三方治理主體,正當性、合理性與合法性三元治理價值,意識形態(tài)、績效與程序三重治理壓力以及政治教化、晉升激勵與法制建設三種治理手段的基礎上,本文建構出當代中國國家治理中的"三元互動治理"結構,并指出"三元互動治理"結構的核心制度邏輯在于國家治理過程中三元主體在統(tǒng)治風險與有效治理兩個維度上的多元互動。
[Abstract]:This paper attempts to construct the internal power structure and operation mechanism of Chinese state governance from the perspective of integrity. On the basis of the triple governance pressure of ideology, performance and procedure, political enlightenment, promotion incentive and legal system construction, this paper constructs the "ternary interactive governance" structure in contemporary Chinese national governance. It also points out that the core institutional logic of the structure of "ternary interactive governance" lies in the pluralistic interaction of the ternary subjects in the governance process in the two dimensions of governance risk and effective governance.
