【摘要】：從社會(huì)管理體制創(chuàng)新實(shí)踐的角度出發(fā),來確定學(xué)位論文的選題,并選擇中山市作為研究對(duì)象,根據(jù)調(diào)研結(jié)果,研究在社會(huì)管理體制創(chuàng)新中,地方政府應(yīng)該如何根據(jù)社會(huì)發(fā)展,及時(shí)調(diào)整自身定位,強(qiáng)化社會(huì)管理職能,從微觀管理中抽離出來,完善各種社會(huì)管理體制,使社會(huì)機(jī)構(gòu)能各司其事,協(xié)調(diào)運(yùn)作。以及探討在社會(huì)管理體制創(chuàng)新的過程中遇到的困難和問題,旨在為適應(yīng)新形勢(shì)需要,尋求社會(huì)管理的新途徑,為構(gòu)建和諧社會(huì)服務(wù)。運(yùn)用訪談法,研究中山市社會(huì)利益調(diào)處體制的制度安排和體制構(gòu)建;運(yùn)用問卷調(diào)查法,挖掘出中山市創(chuàng)新社會(huì)組織管理體制所面臨的問題及其制約因素。重點(diǎn)研究了中山市在建立健全社會(huì)利益調(diào)處體制、創(chuàng)新社會(huì)組織管理體制、構(gòu)建新型社區(qū)自治體制方面的創(chuàng)新實(shí)踐。推進(jìn)社會(huì)管理體制創(chuàng)新,首要的是搞好制度建設(shè),特別重要的是要完善參與型及自治型治理結(jié)構(gòu)。社會(huì)管理體制創(chuàng)新要確立正確方向和科學(xué)路徑,要對(duì)利益調(diào)整進(jìn)行結(jié)構(gòu)性改革。社會(huì)管理體制創(chuàng)新是一種具有高度自主性的創(chuàng)造性活動(dòng),依賴于不同思想、意見和利益訴求的相互交流和撞擊,依賴于開放性、自由交流、容忍不同觀點(diǎn)的環(huán)境,更依賴于相關(guān)各方全方位參與管理、決策或者提出合理化建議。
[Abstract]:From the perspective of the practice of social management system innovation, this paper determines the topic of the dissertation, and chooses Zhongshan City as the research object. According to the research results, it studies how the local government should according to the social development in the innovation of the social management system. Adjust their own position in time, strengthen the function of social management, withdraw from micro management, perfect all kinds of social management system, and enable social organizations to do their own thing. In order to meet the needs of the new situation, to find a new way of social management and to serve for the construction of a harmonious society, the paper discusses the difficulties and problems encountered in the process of social management system innovation. This paper studies the system arrangement and system construction of social interest mediation system in Zhongshan City. This paper excavates the problems and restrictive factors of the innovative social organization management system in Zhongshan City. It focuses on the establishment and improvement of the social interest mediation system and the innovation of the social organization management system in Zhongshan City. To promote the innovation of the social management system, the most important thing is to do a good job in the construction of the system. It is particularly important to perfect the participatory and autonomous governance structure, and to establish the correct direction and scientific path for the innovation of the social management system. The innovation of social management system is a kind of highly independent creative activity, which depends on the exchange and collision of different ideas, opinions and interests, openness and free exchange. Tolerance of different views of the environment, more dependent on the parties involved in all aspects of management, decision-making or rationalization of proposals.
