【摘要】：當前,互聯(lián)網(wǎng)深刻地影響了社會輿論生態(tài)。網(wǎng)絡輿情在反映民意、為政府管理決策提供服務的同時,也由于其難于監(jiān)管等原因,容易伴隨負面情緒、虛假消息的集合,對政府管理、公眾的思想帶來嚴重的沖擊。筆者的單位山東黃河河務局是山東省黃河水行政主管部門。在發(fā)生汛情旱情和重大涉河事件時,極易伴隨著網(wǎng)絡輿情危機的次生危害。如何做好網(wǎng)絡輿情的處置工作,規(guī)避網(wǎng)絡輿情帶來的風險,對于本單位具有現(xiàn)實意義,同時也為其它政府機關事業(yè)單位提供了參考。本文運用了公共危機管理、新聞傳播等相關理論知識,通過文獻研究、案例分析等研究方法,系統(tǒng)梳理山東黃河河務系統(tǒng)當前網(wǎng)絡輿情處置工作中存在的問題,并由針對性地提出優(yōu)化建議。論文第一、二章明晰了選題背景與意義,對國內(nèi)外的研究現(xiàn)狀進行梳理,分析網(wǎng)絡輿情定義,對危機管理、傳播學等相關理論進行闡述,為論文的寫作提供理論建議。論文第三章詳細梳理了山東黃河河務系統(tǒng)網(wǎng)絡輿情處置工作的現(xiàn)狀,陳述了網(wǎng)絡輿情處置工作的組織分工,工作流程,以及信息發(fā)布手段與紀律。論文第四章選取了黃河流域近年來三起典型的網(wǎng)絡輿情處置案例——"河南黃河灘'黑磚窯'"、"濟南黃河備防石垛'以土充石'"、"黃河濟南段清明節(jié)后垃圾遍地",分析處置過程中體現(xiàn)的經(jīng)驗教訓,為優(yōu)化山東黃河河務系統(tǒng)輿情處置工作提供借鑒。論文第五章,根據(jù)山東黃河河務網(wǎng)絡輿情處置工作現(xiàn)狀和處置案例中反映的優(yōu)缺點,全面分析了該項工作中各環(huán)節(jié)存在的問題。論文第六章對山東黃河河務系統(tǒng)網(wǎng)絡輿情處置機制提出了優(yōu)化建議,即建立專業(yè)的網(wǎng)絡輿情處置組織體系,制定處置能力評估指標體系;遵循溝通原則,完善新聞發(fā)言人制度,提高政府網(wǎng)站輿情引導能力,打造政務微博微信,借助公眾媒體發(fā)聲;秉持防患于未然的危機意識,努力修復單位形象。
[Abstract]:At present, the Internet has a profound impact on public opinion ecology. Internet public opinion reflects public opinion and provides services for government management decisions, but also because of its difficult to supervise and other reasons, it is easy to accompany negative emotions. The collection of false information has a serious impact on the government management and public thinking. The author's unit is Shandong Yellow River Water Administration Department of Shandong Province. It is easy to accompany the secondary harm of network public opinion crisis. How to do a good job in the disposal of network public opinion and avoid the risks brought by network public opinion is of practical significance to this unit. At the same time for other government agencies and institutions to provide a reference. This paper uses the public crisis management, news dissemination and other related theoretical knowledge, through literature research, case analysis and other research methods. Systematically combing the existing problems in the management of network public opinion in Shandong Yellow River Management system, and put forward the optimization suggestions by pertinence. The first and second chapters of the paper clarify the background and significance of the topic. Combing the current research situation at home and abroad, analyzing the definition of network public opinion, the crisis management, communication and other related theories. The third chapter combs the status quo of the network public opinion disposal in the Yellow River system of Shandong Province, and states the organization division of labor and work flow of the network public opinion disposal work. Chapter 4th selects three typical cases of network public opinion disposal in the Yellow River Basin in recent years-"Henan Yellow River Beach 'Black Brick Kiln'." "Jinan Yellow River to defend stone stacking 'with soil filled with stone'", "Ching Ming Festival after the Yellow River Jinan garbage everywhere", analysis of the process of disposal of experience and lessons. In order to optimize the public opinion disposal of the Yellow River system in Shandong Province, this paper provides a reference. Chapter 5th, according to the status quo of the Yellow River network public opinion disposal in Shandong Province and the advantages and disadvantages reflected in the disposal cases. In chapter 6th, the author puts forward some suggestions to optimize the management mechanism of network public opinion in the Yellow River system of Shandong Province, that is, to set up a professional network public opinion disposal organization system. To establish the evaluation index system of disposal capacity; Follow the principle of communication, perfect the press spokesman system, improve the government website public opinion guidance ability, build the government affairs Weibo WeChat, with the help of public media voice; Adhere to the crisis awareness of prevention, try to repair the image of the unit.
