【摘要】：貪污腐敗問題是個歷史性課題,也是在當今世界各國都普遍存在的問題。自從進入新世紀以來,各種腐敗現(xiàn)象以新的形式和新的內(nèi)容在各個行業(yè)不同程度地存在著,其涉及面之廣涉及程度之深不禁令人咋舌。首先,對行業(yè)腐敗及工程腐敗的基本內(nèi)涵、工程腐敗表現(xiàn)形式、工程腐敗的特點及危害進行了辨析辨別。其次,從完善制度、健全管理的層面；工程項目本身的層面以及人文社會環(huán)境的層面等三個方面,客觀細致的分析了工程建設(shè)領(lǐng)域產(chǎn)生腐敗的原因。同時,從教育預(yù)防、制度建設(shè)、監(jiān)督懲治等三個方面,理清了目前我國工程腐敗治理機制的基本構(gòu)架；再次,對目前現(xiàn)有的工程腐敗的治理機制作出了一個基本的判斷,既肯定了它的價值又指出了它的缺陷。最后,提出了治理工程腐敗新的機制和具體措施：第一,建立健全相關(guān)法律法規(guī),確保治理有法可依；第二,加快政府管理體制改革,強化政府監(jiān)督監(jiān)管職能；第三,完善市場競爭體制,規(guī)范市場運行秩序；第四,健全腐敗監(jiān)管機制,提高信息透明程度；第五,形成懲治腐敗的高壓態(tài)勢,提高涉案懲罰預(yù)期。
[Abstract]:The problem of corruption is a historical issue, and it is also a common problem in the world. Since the beginning of the new century. All kinds of corruption phenomena exist in various industries in different degrees in new forms and new contents, and the extent of their extensive involvement can not help but astounding. First of all, the basic connotation of industry corruption and engineering corruption. The manifestation of engineering corruption, the characteristics and harm of engineering corruption are analyzed and distinguished. Secondly, from the aspects of perfecting system and perfecting management, the author analyzes and distinguishes the characteristics and harm of engineering corruption. This paper analyzes the causes of corruption in the field of engineering construction objectively and meticulously from three aspects: the level of engineering project itself and the level of humanistic social environment. At the same time, it analyzes the causes of corruption in the field of engineering construction from the aspects of education prevention and system construction. It clarifies the basic framework of the governance mechanism of project corruption in our country in three aspects: supervision and punishment; Thirdly, it makes a basic judgment on the existing governance mechanism of engineering corruption, which not only affirms its value but also points out its defects. Finally. Put forward the new mechanism and concrete measures to control the corruption of engineering: first, establish and perfect the relevant laws and regulations to ensure that there are laws to govern; Second, accelerate the reform of government management system and strengthen the function of government supervision and supervision; Third, perfect the market competition system and standardize the order of market operation; 4th, improve the corruption supervision mechanism, improve the degree of transparency of information; In 5th, the formation of a high pressure to punish corruption, raising expectations of punishment involved.
