【摘要】：據(jù)世界動(dòng)物衛(wèi)生組織(OIE)統(tǒng)計(jì),全球每年新增一種動(dòng)物疫病,這些新發(fā)、復(fù)發(fā)動(dòng)物疫病中,75%是人畜共患病,如禽流感。我國(guó)也先后發(fā)生高致病性禽流感、A型口蹄疫等重大動(dòng)物疫情。突發(fā)動(dòng)物疫情不僅可能會(huì)造成人員死亡,對(duì)養(yǎng)殖業(yè)、旅游業(yè)產(chǎn)生經(jīng)濟(jì)損失,對(duì)公共衛(wèi)生安全也構(gòu)成了嚴(yán)重威脅。作為保障公共衛(wèi)生安全的重要組成部分,政府做好突發(fā)動(dòng)物疫情應(yīng)急管理顯得尤為重要。本文以西安市動(dòng)物疫情應(yīng)急管理為研究對(duì)象,以提升西安市應(yīng)急管理水平為研究目標(biāo),重點(diǎn)圍繞應(yīng)急管理的“一案三制”(應(yīng)急預(yù)案、應(yīng)急管理的體制、機(jī)制和法制)和基礎(chǔ)保障五個(gè)重點(diǎn)環(huán)節(jié)進(jìn)行分析。通過(guò)剖析發(fā)達(dá)國(guó)家的優(yōu)勢(shì),查找西安市在應(yīng)對(duì)突發(fā)動(dòng)物疫情事件中的不足和薄弱地方,根據(jù)問(wèn)題,提出了要及時(shí)修訂應(yīng)急預(yù)案、理順體制明確職責(zé)、建立健全法制為應(yīng)急處置提供依據(jù)、完善管理機(jī)制提高工作效能、強(qiáng)化保障能力夯實(shí)防治基礎(chǔ)五方面的意見(jiàn)。
[Abstract]:According to the World Organization for Animal Health (OIE), an animal epidemic is added to the world every year, and 75% of the recurrent animal diseases are zoonotic. For example, avian influenza. China has also occurred high pathogenic avian influenza A type of foot-and-mouth disease and other major animal epidemics. Sudden animal outbreaks not only may cause death, to the aquaculture industry, tourism economic losses. It also poses a serious threat to public health security. It is an important part of ensuring public health security. It is very important for the government to do well the emergency management of the sudden animal epidemic situation. This paper takes the emergency management of the animal epidemic situation in Xi'an as the research object, and takes the improvement of the emergency management level of Xi'an as the research goal. Focus on the emergency management of the "one case three system" (emergency plan, emergency management system, mechanism and legal system) and basic protection of five key links to analyze the advantages of developed countries. In order to find out the deficiency and weakness of Xi'an city in responding to the sudden animal epidemic situation, according to the problems, it is put forward that the emergency plan should be revised in time, the system should be straightened out, and the legal system should be established and perfected to provide the basis for emergency disposal. Improve the management mechanism to improve work efficiency, strengthen the ability to tamper prevention and control of the five aspects of the views.
