【摘要】：政治吸納被認(rèn)為是權(quán)威主義政府執(zhí)政地位長期保持的重要因素。以珍妮弗·甘迪為代表的學(xué)者討論了議會吸納的作用,認(rèn)為制度化更強的議會吸納會更有效地促進(jìn)權(quán)威政府的保持。針對這一論點,作者首先對議會吸納進(jìn)行了重新編碼以更有效地區(qū)分議會吸納與政黨吸納的不同作用,并用1946—2010年253個權(quán)威政府的數(shù)據(jù)對議會吸納和政黨吸納的作用進(jìn)行了考察,模型結(jié)果表明,議會吸納的作用是建立在政黨吸納基礎(chǔ)上的,且非線性。在較弱的政黨吸納下,議會吸納的作用并不顯著;在較強的政黨吸納下,議會吸納具有顯著的正向作用,并且議會吸納和政黨吸納間具有交互作用,隨著政黨吸納制度化水平的提高,議會吸納對執(zhí)政地位保持的邊際作用遞增。因此,在執(zhí)政地位保持上,議會吸納需要在一定程度的政黨吸納上才會產(chǎn)生正向作用,并隨著政黨吸納制度化水平的提高而不斷增強。對尚未具備制度化執(zhí)政黨組織的權(quán)威政府而言,相比放開議會的進(jìn)入限制,當(dāng)前的要務(wù)是加強自身的執(zhí)政黨組織建設(shè),通過更加制度化的政黨吸納來增加自身的力量。
[Abstract]:Political absorption is considered to be an important factor in maintaining the governing position of authoritarian government for a long time. Scholars represented by Jennifer Gandy discussed the role of parliamentary absorption. The argument is that more institutionalized parliamentary absorption would be more effective in promoting the maintenance of authoritative government. First of all, the author recodes the parliamentary absorption to distinguish the different roles of parliamentary absorption and political party absorption more effectively. With the data of 253 authoritative governments from 1946 to 2010, the paper investigates the role of parliamentary absorption and political party absorption. The model results show that the role of parliamentary absorption is based on political party absorption. And nonlinear. Under the weak political party absorption, the role of parliament absorption is not significant; Under the strong political party absorption, the parliament absorption has the remarkable positive function, and the parliamentary absorption and the political party absorption have the interaction, along with the political party absorption system level enhancement. The marginal effect of parliamentary absorption on the maintenance of ruling status is increasing. Therefore, in order to maintain the governing position, parliamentary absorption needs a certain degree of party absorption in order to produce positive effects. And with the increase of the level of party absorption institutionalization, it has been strengthened. For the authoritative government that has not yet had the institutionalization of the ruling party organization, compared with the release of parliamentary entry restrictions. The current priority is to strengthen the construction of ruling party organizations and increase their strength through more institutionalized party absorption.
