【摘要】:政務(wù)服務(wù)中心是行政審批制度改革的產(chǎn)物,其將本級(jí)政府行政轄區(qū)內(nèi)涉及行政審批、便民服務(wù)的事項(xiàng),集中起來(lái)集合辦公,成為政府整合行政審批業(yè)務(wù)的載體。隨著廣州市行政審批制度改革的深入推進(jìn),荔灣區(qū)政務(wù)服務(wù)中心于2009年成立,于2010年11月正式對(duì)外服務(wù)。荔灣區(qū)將行政許可事項(xiàng)和配套服務(wù)事項(xiàng)集中,形成政務(wù)受理、投資服務(wù)、政務(wù)信息和政府監(jiān)察的政務(wù)“一站式”服務(wù)平臺(tái)。在創(chuàng)辦初期,面臨功能區(qū)分交叉、部門壁壘障礙、管理層級(jí)薄弱等困境,荔灣區(qū)堅(jiān)持以問(wèn)題為導(dǎo)向,不斷探索創(chuàng)新,通過(guò)優(yōu)化行政審批、再造辦事指南,以信息化技術(shù)為支撐,使荔灣區(qū)政務(wù)服務(wù)從傳統(tǒng)的“一條龍”、“一站式”的模式,創(chuàng)新為“一窗式”電子商務(wù)模式。然而,由于制度和規(guī)范的缺失,仍然存在一些問(wèn)題需要進(jìn)一步優(yōu)化。本文即以荔灣區(qū)的政務(wù)服務(wù)中心作為研究對(duì)象,對(duì)荔灣區(qū)行政審批服務(wù)的實(shí)踐和探索進(jìn)行詳細(xì)介紹,通過(guò)案例分析法、訪談法、觀察法等研究方法,著重總結(jié)了當(dāng)前存在的問(wèn)題:下沉業(yè)務(wù)推動(dòng)緩慢、行政審批事項(xiàng)納入不全、部門平臺(tái)重復(fù)建設(shè)、信息未能互通互認(rèn),并分析了問(wèn)題存在的原因,提出了一系列解決問(wèn)題的對(duì)策建議,包括:推進(jìn)行政審批服務(wù)事項(xiàng)下放,完善基層相關(guān)授權(quán);推進(jìn)行政審批信息共享,實(shí)現(xiàn)大數(shù)據(jù)時(shí)代互通互認(rèn);明晰行政審批平臺(tái)的職能定位,整合行政服務(wù)資源。
[Abstract]:The administrative service center is the product of the reform of the administrative examination and approval system. With the deepening of the reform of the administrative examination and approval system in Guangzhou, Liwan District Administrative Services Center was established in 2009. In November 2010 the official external service. Liwan District will administrative licensing items and supporting services to form a government to accept investment services. Government information and government supervision of the government "one-stop" service platform. In the initial stage of the establishment, faced with cross-functional division, departmental barriers, weak management level and other difficulties, Liwan District adhere to problem-oriented. To explore and innovate constantly, through optimizing the administrative examination and approval, reconstructing the guide of handling affairs, taking the information technology as the support, make the Liwan district government affairs service from the traditional "one-stop", "one-stop" mode. Innovation is a "one-window" e-business model. However, due to the lack of system and norms, there are still some problems need to be further optimized. This paper takes the Liwan District Government Affairs Service Center as the research object. The practice and exploration of Liwan District administrative examination and approval service are introduced in detail. Through case analysis, interview method, observation method and other research methods, the paper summarizes the existing problems: the slow driving of sinking business. The administrative examination and approval items are not fully incorporated, the department platform is built repeatedly, the information is not mutually recognized, and the reasons for the problems are analyzed, and a series of countermeasures and suggestions to solve the problems are put forward. Including: to promote the decentralization of administrative examination and approval services, improve the relevant authorization at the grass-roots level; Promoting the sharing of administrative examination and approval information and realizing mutual recognition in big data era; Clarify the functional positioning of the administrative examination and approval platform, and integrate administrative service resources.
