【摘要】：由于各國政府大力倡導(dǎo)和支持,政府購買公共服務(wù)現(xiàn)已發(fā)展成為一種全球性制度安排。但是政府購買公共服務(wù)也引發(fā)社會(huì)組織之間的惡性競爭、社會(huì)組織與政府部門之間的勾結(jié)串通,暴露出"供應(yīng)商壟斷""權(quán)力尋租""隱性腐敗"等問題,"公地悲劇"由此產(chǎn)生。通過博弈分析發(fā)現(xiàn):權(quán)力濫用、制度失靈、監(jiān)督缺失、賣方壟斷等是造成"公地悲劇"的一系列重要原因。有針對(duì)性的應(yīng)對(duì)措施是建立以約束公共權(quán)力為關(guān)鍵,以完善市場競爭機(jī)制和監(jiān)督評(píng)審機(jī)制為根本,以實(shí)施購買公開與標(biāo)準(zhǔn)化管理為重點(diǎn)的治理體系。
[Abstract]:Due to the strong advocacy and support of governments, the purchase of public services by governments has developed into a global institutional arrangement, but the purchase of public services by governments also leads to vicious competition among social organizations. The collusion and collusion between social organizations and government departments exposed the problems of "supplier monopoly", "power rent-seeking", "hidden corruption" and "tragedy of common land". System failure, lack of supervision, seller monopoly and so on are a series of important reasons for the tragedy of the common land. Targeted measures are the key to the establishment of the restraint of public power. The governance system is based on perfecting the market competition mechanism and supervision and evaluation mechanism, and focuses on the implementation of open and standardized management of purchase.
