【摘要】：互聯(lián)網(wǎng)在我國發(fā)展迅速,全國使用互聯(lián)網(wǎng)的人數(shù)已達(dá)到人口總數(shù)的二分之一,位居世界第一,網(wǎng)絡(luò)色情問題是伴隨我國互聯(lián)網(wǎng)信息技術(shù)持續(xù)發(fā)展而出現(xiàn)的社會現(xiàn)象,也是眾多學(xué)者和各國政府所關(guān)注的熱點(diǎn)問題。由于互聯(lián)網(wǎng)市場中存在市場失靈的現(xiàn)象,所以單純依靠互聯(lián)網(wǎng)市場自身的調(diào)節(jié)無法完全解決網(wǎng)絡(luò)色情問題,因此必須要有政府的干預(yù),對網(wǎng)絡(luò)色情進(jìn)行有效治理。我國網(wǎng)絡(luò)色情問題影響程度深、范圍廣,已經(jīng)對社會造成很多負(fù)面影響,黨和國家已經(jīng)認(rèn)識到網(wǎng)絡(luò)色情的危害,于近年展開專項(xiàng)行動(dòng)對網(wǎng)絡(luò)色情進(jìn)行治理,取得了一定的成績,但網(wǎng)絡(luò)色情現(xiàn)象依然嚴(yán)重,網(wǎng)絡(luò)色情的治理仍存在大量問題,需要我們更進(jìn)一步的研究,以求更好的治理。本文介紹了研究的背景和意義、有關(guān)互聯(lián)網(wǎng)的政府治理理論的國內(nèi)外研究現(xiàn)狀以及網(wǎng)絡(luò)色情、政府治理等相關(guān)概念與特點(diǎn),闡述了政府對網(wǎng)絡(luò)色情加以治理的必要原因,隨后總結(jié)了近年我國政府治理網(wǎng)絡(luò)色情取得的進(jìn)展,接著相應(yīng)的對我網(wǎng)絡(luò)色情政府治理中存在問題及原因進(jìn)行了分析,然后介紹了新加坡、英國、德國等先進(jìn)國家對網(wǎng)絡(luò)色情的政府治理經(jīng)驗(yàn)并進(jìn)行了總結(jié),最后針對我國網(wǎng)絡(luò)色情的政府治理提出了一系列對策和建議。
[Abstract]:The Internet has developed rapidly in China, and the number of people using the Internet in China has reached 1/2 of the total population, ranking first in the world. Internet pornography is a social phenomenon which appears along with the sustained development of Internet information technology in our country. It is also a hot issue concerned by many scholars and governments. Because of the phenomenon of market failure in the Internet market. So simply relying on the regulation of the Internet market itself can not completely solve the problem of network pornography, so we must have government intervention to effectively control the network pornography. Wide scope, has caused many negative effects on society, the party and the country has recognized the harm of Internet pornography, in recent years, a special action to deal with network pornography, has made certain achievements. However, the phenomenon of network pornography is still serious, there are still a lot of problems in the governance of network pornography, so we need to further study in order to better governance. This paper introduces the background and significance of the research. The current situation of the research on the theory of government governance of the Internet at home and abroad, as well as the related concepts and characteristics of network pornography, government governance and other related concepts and characteristics, this paper expounds the necessary reasons for the government to govern the network pornography. Then it summarizes the progress made by our government in the governance of internet pornography in recent years, then analyzes the problems and causes in our government governance, and then introduces Singapore and the United Kingdom. Some advanced countries, such as Germany, have summarized and summarized the experiences of government governance of internet pornography, and finally put forward a series of countermeasures and suggestions for the governance of internet pornography in our country.
