【摘要】：在新公共管理運(yùn)動(dòng)背景下,政府績(jī)效管理由于對(duì)“工具性”特征的過度強(qiáng)調(diào),導(dǎo)致其在“公共性”、“合作生產(chǎn)”及“可持續(xù)性”幾方面有所缺失,基于公共價(jià)值的政府績(jī)效治理理論(PV-GPG理論)能夠很好地回答這些問題。黨的十八屆三中全會(huì)提出,要不斷推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化,國(guó)家戰(zhàn)略思維由“管理”逐漸向“治理”轉(zhuǎn)變。因此,在理論與實(shí)踐都在向“治理”轉(zhuǎn)變的背景下,政府績(jī)效評(píng)價(jià)主體的研究也會(huì)受到不同理論背景及實(shí)踐背景的影響,產(chǎn)生新的變化。本研究旨在探究公共價(jià)值管理理論背景下,政府績(jī)效評(píng)價(jià)主體的選擇機(jī)理,提出構(gòu)建我國(guó)地方政府績(jī)效評(píng)價(jià)主體的選擇機(jī)制的建議。首先,運(yùn)用大數(shù)據(jù)分析方法、內(nèi)容分析法對(duì)我國(guó)地方政府績(jī)效評(píng)價(jià)主體的變遷,引起評(píng)價(jià)主體變遷的因素進(jìn)行了分析;其次,基于PV-GPG理論,對(duì)政府績(jī)效評(píng)價(jià)主體的選擇機(jī)理進(jìn)行了研究,明確了政府績(jī)效評(píng)價(jià)主體的特征,選擇的標(biāo)準(zhǔn)或原則,選擇的流程;再次,選擇中山市政府部門績(jī)效管理實(shí)踐案例來(lái)驗(yàn)證理論,并找出中山市在評(píng)價(jià)主體的選擇方面存在的問題;最后,在對(duì)評(píng)價(jià)主體變遷因素的把握以及對(duì)PV-GPG理論指導(dǎo)下評(píng)價(jià)主體的選擇機(jī)理探討的基礎(chǔ)上,為構(gòu)建我國(guó)地方政府績(jī)效評(píng)價(jià)主體的選擇機(jī)制提出有益建議。
[Abstract]:Under the background of the new public management movement, due to the excessive emphasis on the characteristics of "instrumental", the government performance management is lacking in the aspects of "publicity", "cooperative production" and "sustainability". The theory of government performance governance based on public value (PV-GPG theory) can answer these questions very well. The third Plenary session of the 18 CPC Central Committee proposed that the modernization of national governance system and governance ability should be continuously promoted. National strategic thinking has gradually changed from "management" to "governance". Therefore, under the background of both theory and practice changing to "governance". The research on the subject of government performance evaluation will also be influenced by different theoretical and practical backgrounds, which will bring about new changes. The purpose of this study is to explore the selection mechanism of government performance evaluation subject under the background of the theory of public value management. Put forward the construction of our local government performance evaluation of the main selection mechanism of the recommendations. First, using the big data analysis method, content analysis of our local government performance evaluation of the changes of the main body. The factors that lead to the change of evaluation subject are analyzed. Secondly, based on PV-GPG theory, the selection mechanism of government performance evaluation subject is studied, and the characteristics of government performance evaluation subject, the selection criteria or principles, and the selection process are clarified. Thirdly, we choose Zhongshan municipal government department performance management practice case to verify the theory, and find out the problems of Zhongshan City in the choice of evaluation subject; Finally, based on the understanding of the factors of the change of the evaluation subject and the selection mechanism of the evaluation subject under the guidance of PV-GPG theory. Some useful suggestions are put forward for constructing the selection mechanism of local government performance evaluation subject in our country.
