【摘要】：鄉(xiāng)鎮(zhèn)政府是我國(guó)最基層行政機(jī)構(gòu),直接管理及服務(wù)于農(nóng)村、農(nóng)業(yè)、農(nóng)民,是國(guó)家各項(xiàng)方針政策的具體執(zhí)落實(shí)者和忠實(shí)執(zhí)行者,也是黨和國(guó)家與廣大農(nóng)民聯(lián)系的最直接的紐帶,在國(guó)家治理中的角色非常重要,其履行職能的好壞直接關(guān)系到黨和國(guó)家在廣大群眾中的形象和威信,也關(guān)系到社會(huì)進(jìn)步和穩(wěn)定,更關(guān)系到黨的執(zhí)政基礎(chǔ)。鄉(xiāng)鎮(zhèn)政府在打贏脫貧攻堅(jiān)戰(zhàn)、實(shí)現(xiàn)“兩個(gè)一百年”目標(biāo)全面建設(shè)小康社會(huì)中發(fā)揮了非常重要的作用。隨著社會(huì)的發(fā)展,國(guó)內(nèi)國(guó)外各種條件的變化,以及人民日益增長(zhǎng)的物質(zhì)文化需求,計(jì)劃經(jīng)濟(jì)期間建立和發(fā)展起來(lái)的鄉(xiāng)鎮(zhèn)政府職能體系已經(jīng)越來(lái)越難以適應(yīng)社會(huì)發(fā)展的需要。因此,鄉(xiāng)鎮(zhèn)政府履職中相關(guān)困境加以解決,并推動(dòng)政府職能的轉(zhuǎn)變,對(duì)于打贏脫貧攻堅(jiān)戰(zhàn)、全面建設(shè)小康社會(huì)具有重大深遠(yuǎn)意義。本文選取金寨縣白塔畈鎮(zhèn)人民政府的職能履行為研究對(duì)象,對(duì)白塔畈鎮(zhèn)基本行政職能進(jìn)行系統(tǒng)梳理和歸納,在總結(jié)近些年來(lái)白塔畈鎮(zhèn)在經(jīng)濟(jì)、政治、文化、社會(huì)、生態(tài)等方面取得的寶貴經(jīng)驗(yàn)的基礎(chǔ)上,直面金寨縣白塔畈政府當(dāng)前職能履行中存在的問(wèn)題,并分析白塔畈鎮(zhèn)政府在履行職能過(guò)程中遇到問(wèn)題的原因,提出解決相應(yīng)問(wèn)題的有效對(duì)策。
[Abstract]:The township government is the most basic administrative organization of our country, directly manages and serves the countryside, the agriculture, the farmer, is the concrete implementation and faithful executor of the national various principles and policies. It is also the most direct link between the Party and the state and the broad masses of peasants, and the role in the governance of the country is very important, and the performance of its functions is directly related to the image and prestige of the party and the state among the broad masses. It is also related to social progress and stability, but also related to the ruling foundation of the party. The realization of the "two hundred years" goal has played a very important role in building a well-off society in an all-round way. With the development of the society, the changes of various conditions at home and abroad, as well as the increasing material and cultural needs of the people. The function system of township government established and developed during the planned economy has become more and more difficult to meet the needs of social development. Therefore, the difficulties of township government in carrying out its duties are solved, and the transformation of government functions is promoted. It is of great significance to win the battle against poverty and overcome difficulties and to build a well-off society in an all-round way. This paper selects the functions of the people's Government of Baitafan Town in Jinzhai County as the research object. The basic administrative functions of Baitafan town are systematically combed and summarized, on the basis of summarizing the valuable experience in economic, political, cultural, social, ecological and other aspects of Baitafan town in recent years. Facing the problems existing in the performance of current functions of Baitafan government in Jinzhai County, this paper analyzes the causes of the problems encountered by the government of Baitafan Town in carrying out its functions, and puts forward effective countermeasures to solve the corresponding problems.
