【摘要】：當(dāng)前,隨著時(shí)代迅猛發(fā)展、社會(huì)快速進(jìn)步,人們的思維觀念更加多元化,利益訴求更加多樣化,各類(lèi)訴求表達(dá)渠道也在不斷演變中,隨之而來(lái)的是引發(fā)政治危機(jī)、社會(huì)危機(jī)等各類(lèi)危機(jī)的誘因越來(lái)越多,表現(xiàn)形式越來(lái)越復(fù)雜,處理起來(lái)更為困難。比如1999年法輪功事件、2008-2009年的拉薩、烏魯木齊騷亂、2015年的昆明“3·01”暴恐事件、乃至近期鬧得沸沸揚(yáng)揚(yáng)的香港“占中”事件,這些危機(jī)事件都為國(guó)家和人民群眾帶來(lái)了巨大損失,也不斷提醒我們發(fā)生危機(jī)的危害性和處理危機(jī)的重要性。在這種形勢(shì)下,深入研究前人處理危機(jī)事件的經(jīng)驗(yàn)辦法,為當(dāng)前正確處理危機(jī)提供現(xiàn)實(shí)啟示,更為必要而緊迫。周恩來(lái)作為一位偉大的無(wú)產(chǎn)階級(jí)革命家、政治家、軍事家和外交家,無(wú)論是在革命戰(zhàn)爭(zhēng)時(shí)期,還是在新中國(guó)成立后,都為中國(guó)共產(chǎn)黨和國(guó)家成功處理了很多危機(jī),解決了不少難題。特別是他在處理政治危機(jī)過(guò)程中展現(xiàn)了卓越的政治才能,累積了豐富的危機(jī)處理經(jīng)驗(yàn),為黨的發(fā)展壯大和新中國(guó)的建立建設(shè)作出了極大貢獻(xiàn)。本文旨在充分學(xué)習(xí)和深入研究周恩來(lái)處理的政治危機(jī)事件,從而為有效處理當(dāng)今社會(huì)不斷演變的各類(lèi)危機(jī)提供借鑒參考�；谶@一點(diǎn),本文綜合運(yùn)用文獻(xiàn)研究法、對(duì)比研究法、多學(xué)科研究法,劃分為四個(gè)章節(jié),先是概括闡述了政治危機(jī)的概念、基本特征和一般程序,繼而選取挽救顧順章叛變危局、解決西安事變、處理皖南事變、處置重慶國(guó)共談判事務(wù)、應(yīng)對(duì)“文化大革命”、扭轉(zhuǎn)“珍寶島事件”局勢(shì)六個(gè)典型案例,認(rèn)真分析周恩來(lái)化解政治危機(jī)的成功實(shí)踐,總結(jié)提煉周恩來(lái)政治危機(jī)處理的經(jīng)驗(yàn),主要包括緊緊抓住政治危機(jī)的關(guān)鍵要素、正確選擇政治危機(jī)不同階段的處理方略、綜合衡量政治危機(jī)的處理分寸,進(jìn)而深入探究周恩來(lái)政治危機(jī)處理的現(xiàn)實(shí)啟示,主要是培養(yǎng)正確面對(duì)危機(jī)的理性思維、把握有效處理危機(jī)的重要原則、健全完善危機(jī)處理相關(guān)機(jī)制,這些研究?jī)?nèi)容對(duì)于當(dāng)前處理危機(jī)事件均具有一定的理論價(jià)值和實(shí)踐意義。
[Abstract]:At present, with the rapid development of the times, the rapid progress of society, people's thinking concept is more diversified, interests appeal more diversified, various kinds of demand expression channels are also constantly evolving. The political crisis, the social crisis, and other crises have led to more and more inducements, more and more complicated forms of expression, and it has become more difficult to deal with, for example, the Falun Gong incident of 1999. The riots in Lhasa, Urumqi in 2008-2009, the "March 01" terrorist incident in Kunming on 2015, and even the recent "Occupy China" incident in Hong Kong have been rife. These crisis events have brought huge losses to the state and the masses of the people, and have constantly reminded us of the dangers of crises and the importance of dealing with them. It is more necessary and urgent to study the experience and methods of dealing with the crisis in the past. Zhou Enlai is a great proletarian revolutionist and statesman. Strategists and diplomats, both during the revolutionary war and after the founding of New China, successfully handled many crises for the Communist Party of China and the country. He has solved many difficult problems. In particular, he has demonstrated outstanding political skills and accumulated rich experience in crisis management in the course of dealing with political crises. It has made great contribution to the development of the Party and the establishment and construction of New China. The purpose of this paper is to fully study and deeply study the political crisis handled by Zhou Enlai. In order to effectively deal with all kinds of crisis that the society is constantly evolving to provide reference. Based on this point, this paper is divided into four chapters by comprehensive use of literature research method, comparative research method, multi-disciplinary research method. First, the concept, basic characteristics and general procedures of the political crisis are summarized, then Gu Shunzhang is selected to save the crisis, to solve the Xi'an incident, to deal with the Southern Anhui incident, and to deal with the negotiations between the Kuomintang and the Communist Party of China in Chongqing. To deal with the "Cultural Revolution", to reverse the situation of "Treasure Island incident" six typical cases, seriously analyze Zhou Enlai's successful practice of resolving political crisis, sum up and refine the experience in dealing with the political crisis of Zhou Enlai. It mainly includes grasping the key elements of the political crisis, choosing the strategy of dealing with the different stages of the political crisis correctly, and synthetically measuring the measure of the handling of the political crisis. And then explore Zhou Enlai's political crisis management of practical enlightenment, mainly to train the rational thinking of correctly facing the crisis, grasp the important principles of effective crisis management, improve the crisis management mechanism. These research contents all have certain theoretical value and practical significance to deal with the crisis event at present.
