【摘要】：通過對"服務型政府"概念的前史及成型過程進行知識考古及文本分析,可以看出在由"為人民服務"這一執(zhí)政理念向執(zhí)政實踐落實的過程中,存在著學術(shù)和政治兩條在場的話語傳播路徑,兩條路徑最終在世紀之交與不在場的行政道德倫理考量通過服務型政府實現(xiàn)整合�；诳傮w性概念的服務型政府,使得"為人民服務"執(zhí)政理念有了更為切實的實踐平臺和制度保障。
[Abstract]:Through the knowledge archaeology and text analysis of the pre-history and shaping process of the concept of "service-oriented government", we can see that in the process of implementing the ruling concept from "serving the people" to governing practice. There are two discourse communication paths of academic and political presence, and the two paths finally realize the integration of service-oriented government and the service-oriented government based on the concept of totality at the turn of the century and the absence of the administrative moral and ethical considerations at the turn of the century. So that the ruling concept of serving the people has more practical platform and system guarantee.
