【摘要】：為精確地對(duì)乳制品安全監(jiān)管政府績效進(jìn)行量化評(píng)估,采用德爾菲法構(gòu)建評(píng)估指標(biāo)體系,利用模糊綜合評(píng)價(jià)法以北京市為例進(jìn)行實(shí)證分析。結(jié)果表明:市民對(duì)北京乳制品監(jiān)管水平總體上持一般態(tài)度,績效評(píng)估指數(shù)為69.19;在6個(gè)一級(jí)指標(biāo)模糊綜合評(píng)價(jià)中,市民對(duì)北京市乳制品檢測認(rèn)證和監(jiān)管的執(zhí)法力度最不滿意;對(duì)19個(gè)二級(jí)指標(biāo)進(jìn)行評(píng)價(jià)后發(fā)現(xiàn),乳制品監(jiān)管機(jī)構(gòu)的辦事效率在監(jiān)管機(jī)構(gòu)設(shè)置及能力中指標(biāo)值最低,乳制品的檢測能力和高級(jí)認(rèn)證的企業(yè)數(shù)量指標(biāo)值在檢測及認(rèn)證的評(píng)價(jià)值中最低,違規(guī)處罰到位率在執(zhí)法指標(biāo)中評(píng)價(jià)值最低。針對(duì)北京市乳制品監(jiān)管存在的機(jī)構(gòu)辦事效率低、認(rèn)證企業(yè)數(shù)量少和執(zhí)法力度不夠等問題提出了對(duì)策建議。
[Abstract]:In order to accurately evaluate the government performance of dairy safety supervision, Delphi method is used to construct the evaluation index system. Using fuzzy comprehensive evaluation method to take Beijing as an example, the results show that: the general attitude of residents towards the level of supervision of Beijing dairy products, the performance evaluation index is 69.19; In the fuzzy comprehensive evaluation of six first-level indexes, the citizens were most dissatisfied with the enforcement of the Beijing dairy products inspection, certification and supervision. After the evaluation of 19 secondary indicators, it is found that the efficiency of dairy regulatory agencies is the lowest in the setting and ability of the regulatory bodies. The detection ability of dairy products and the number of enterprises with advanced certification are the lowest in the evaluation value of detection and certification. The rate of illegal punishment is the lowest in the index of law enforcement. The countermeasures and suggestions are put forward to solve the problems of low efficiency of institutions in the supervision of dairy products in Beijing, small number of certification enterprises and insufficient enforcement of law.
