【摘要】：用于彌補(bǔ)地方政府財(cái)力不足的縱向轉(zhuǎn)移支付制度和廣泛實(shí)施的新型城鎮(zhèn)化戰(zhàn)略對(duì)我國(guó)地方腐敗水平產(chǎn)生了明顯影響。研究立足空間視角,借助空間面板杜賓模型極大似然估計(jì)法對(duì)我國(guó)2000-2013年31個(gè)省市自治區(qū)的城鎮(zhèn)化、轉(zhuǎn)移支付與地區(qū)腐敗發(fā)生率之間的關(guān)系進(jìn)行了深入探討,實(shí)證發(fā)現(xiàn):城鎮(zhèn)化通過(guò)強(qiáng)化地方官僚晉升預(yù)期的"基建投資"沖動(dòng)和降低臨近地區(qū)的引資成本而助長(zhǎng)地區(qū)腐敗;中央對(duì)地方的轉(zhuǎn)移支付因產(chǎn)生明顯的屬地"粘蠅紙"效應(yīng)和空間外溢效應(yīng)促進(jìn)了地方官僚腐敗;雖然直接支撐城鎮(zhèn)化建設(shè)缺口的轉(zhuǎn)移支付有利于通過(guò)"標(biāo)尺競(jìng)爭(zhēng)"秩序約束本地腐敗累積,但又會(huì)因地區(qū)間"政績(jī)競(jìng)賽"增加官員的尋租動(dòng)機(jī)。因而從腐敗的誘發(fā)多重根源來(lái)看,遏制與地方政府行為直接相關(guān)的財(cái)政性因素顯得更為重要。
[Abstract]:The vertical transfer payment system, which is used to make up for the shortage of local government financial resources, and the new urbanization strategy widely implemented, have a significant impact on the level of local corruption in China. The relationship between urbanization, transfer payment and the incidence of regional corruption in 31 provinces and autonomous regions in China from 2000 to 2013 is discussed by using the spatial panel Doberman model with maximum likelihood estimation method. The empirical findings are as follows: urbanization contributes to regional corruption by strengthening the impulse of "infrastructure investment" expected by local bureaucrats and reducing the cost of attracting capital in neighboring areas; The central transfer payment to the local government promotes the corruption of the local bureaucrats because of the obvious "sticky fly paper" effect and the spatial spillover effect. Although the transfer payment, which directly supports the construction gap of urbanization, is conducive to constraining the accumulation of local corruption through the "scale competition" order. However, it will increase the rent-seeking motivation of officials because of the "achievements contest" among regions. Therefore, it is more important to contain the financial factors directly related to the local government behavior from the many root causes of corruption.
