【摘要】：人數(shù)眾多的海外華僑華人是中國的獨(dú)特優(yōu)勢(shì)和重要資源。隨著年齡逐漸老化,老華僑華人逐漸淡出歷史舞臺(tái),中國逐漸跨入新華僑華人時(shí)代。與老華僑華人相比,新華僑華人呈現(xiàn)出許多新的特點(diǎn),他們?cè)谒枷搿⒁庾R(shí)形態(tài)上發(fā)生了深刻變化,他們的愿望和訴求更加趨向多元化和多樣化,同時(shí)在回祖(籍)國來閩發(fā)展以后也面臨著諸多不適應(yīng),很大程度上阻礙了新華僑華人融入國內(nèi)生活、工作、創(chuàng)業(yè)、投資環(huán)境,不利于其優(yōu)勢(shì)的發(fā)揮。僑務(wù)工作是做人的工作,堅(jiān)持聯(lián)誼、服務(wù)、引導(dǎo)為核心的僑務(wù)工作方式是培育好、保護(hù)好和發(fā)展好僑務(wù)資源的根本辦法。僑務(wù)部門如何適應(yīng)新變化、新特點(diǎn),把握新僑情,對(duì)接新需求,發(fā)揮“聯(lián)系、聯(lián)誼、聯(lián)合、聯(lián)心”的作用,做好廣大海外僑胞解疑釋惑、聯(lián)絡(luò)聯(lián)誼、提供優(yōu)質(zhì)服務(wù),進(jìn)一步凝聚僑心、匯集僑智、發(fā)揮僑力、維護(hù)僑益是一項(xiàng)重要而緊迫的任務(wù)。本文運(yùn)用新公共服務(wù)理論和社會(huì)資源理論等社會(huì)管理模式,采取理論和實(shí)踐論證的研究方法,以福建的新華僑華人服務(wù)為研究對(duì)象,結(jié)合文獻(xiàn)資料、定性分析、問卷調(diào)查等形式,分析新華僑華人變化的特點(diǎn)和發(fā)展趨勢(shì)以及回閩發(fā)展的動(dòng)因,總結(jié)了開發(fā)、培育和發(fā)展僑務(wù)資源的政策措施、取得的成效和存在的問題及不足,并通過對(duì)照先進(jìn)省份、先進(jìn)國家的做法,探究提升福建省新華僑華人服務(wù)的對(duì)策。本文主要分為7個(gè)部分,第1部分是緒論。第2部分是相關(guān)概念界定和理論基礎(chǔ)。第3部分是介紹福建省新華僑華人的特點(diǎn)和變化趨勢(shì)以及回閩發(fā)展的動(dòng)因影響因素。第4部分是闡述福建省新華僑華人服務(wù)的基本情況,主要從服務(wù)主體、服務(wù)過程、服務(wù)結(jié)果、存在問題進(jìn)行分析。第5部分是福建新華僑華人服務(wù)滿意度調(diào)查分析,根據(jù)調(diào)查情況進(jìn)行統(tǒng)計(jì)分析新華僑華人對(duì)福建發(fā)展環(huán)境的總體評(píng)價(jià)情況,同時(shí)在調(diào)查的基礎(chǔ)上,了解福建的新華僑華人面臨的問題和主要服務(wù)訴求。第6部分是對(duì)比借鑒國內(nèi)先進(jìn)省份以及國外僑務(wù)工作經(jīng)驗(yàn)做法。第7部分是提升新華僑華人服務(wù)的對(duì)策建議。主要是樹立大僑務(wù)觀,加強(qiáng)資源整合,解決信息不對(duì)稱問題,為新華僑華人提供足夠支持；為新華僑華人發(fā)展創(chuàng)造良好的綜合環(huán)境,提高個(gè)體滿意度；拓寬為新華僑華人服務(wù)的渠道,提供更加廣泛的服務(wù)；關(guān)注新華僑華人的深層次需求,幫助其實(shí)現(xiàn)自身價(jià)值；開展僑情調(diào)查,進(jìn)一步團(tuán)結(jié)動(dòng)員僑界新生力量。
[Abstract]:The large number of overseas Chinese is China's unique advantage and important resources. As the aging of the old overseas Chinese gradually fade out of the historical stage. Compared with the old overseas Chinese, the new overseas Chinese have many new characteristics, and they have undergone profound changes in their thinking and ideology. Their aspirations and demands tend to be more diversified and diversified. At the same time, after returning to Fujian to develop, they are also faced with a lot of maladjustment, to a large extent, hindering the integration of new overseas Chinese into domestic life and work. Entrepreneurship, investment environment, is not conducive to its advantages. Overseas Chinese work is a person's work, adhere to friendship, service, guidance for the core of overseas Chinese affairs work is to cultivate a good way. How do overseas Chinese affairs departments adapt to new changes, new characteristics, grasp the situation of new overseas Chinese, connect with new needs, and play the role of "connection, friendship, union, and unity of heart". We should do a good job in resolving our doubts and puzzles, liaising with each other, providing quality services, further rallying overseas Chinese hearts, pooling overseas Chinese intelligence, and giving full play to overseas Chinese. It is an important and urgent task to safeguard the interests of overseas Chinese. This paper uses the new public service theory and the social resources theory to adopt the research methods of theoretical and practical argumentation. Taking the new overseas Chinese service in Fujian as the research object, combined with the literature, qualitative analysis, questionnaire survey and other forms, this paper analyzes the characteristics and development trend of the new overseas Chinese and their development, and summarizes the development. The policies and measures to cultivate and develop overseas Chinese affairs resources, the achievements, problems and deficiencies achieved, and through the comparison of advanced provinces, advanced countries' practices. This article is divided into seven parts. The first part is the introduction. The second part is the definition of relevant concepts and the theoretical basis. The third part is to introduce the characteristics and trends of the new overseas Chinese in Fujian Province, as well as the factors affecting the development of Fujian Province. The basic situation of the new overseas Chinese service in the province. The fifth part is the investigation and analysis of the service satisfaction of the new overseas Chinese in Fujian Province. According to the survey, the author makes a statistical analysis of the overall evaluation of the development environment of Fujian by the new overseas Chinese and ethnic Chinese, at the same time, on the basis of the investigation. Understand the problems and main service demands faced by the new overseas Chinese and Chinese in Fujian. Part 6 is to compare and learn from the experience of overseas Chinese affairs in advanced provinces and abroad. Part 7 is the countermeasures and suggestions to improve the service of new overseas Chinese and Chinese. The main thing is to set up a great view of overseas Chinese affairs. Strengthen the integration of resources, solve the problem of information asymmetry, provide adequate support for the new overseas Chinese; To create a good comprehensive environment for the development of new overseas Chinese and to improve individual satisfaction; Widening the channels of service for the new overseas Chinese and providing a wider range of services; Pay attention to the deep needs of the new overseas Chinese and help them realize their own value; Carry out overseas Chinese investigation and further unite and mobilize the Forces nouvelles of overseas Chinese.
