【摘要】：現(xiàn)代社會(huì)當(dāng)中,各種職業(yè)的勞動(dòng)者都面臨著不同的職業(yè)傷害風(fēng)險(xiǎn)。運(yùn)動(dòng)員作為特殊職業(yè)的勞動(dòng)者,在取得優(yōu)異成績(jī)的背后更需要艱辛的付出。由于長(zhǎng)期持續(xù)的訓(xùn)練與比賽,運(yùn)動(dòng)員要比其他職業(yè)的勞動(dòng)者面臨更高的傷殘風(fēng)險(xiǎn)。目前,我國(guó)運(yùn)動(dòng)員的傷病傷殘問(wèn)題已影響到其職業(yè)發(fā)展和職業(yè)轉(zhuǎn)換、甚至?xí)䦟?dǎo)致其生活陷入貧困。運(yùn)動(dòng)員傷殘保障體系不健全已引起社會(huì)的重視。舉國(guó)體制下的我國(guó)運(yùn)動(dòng)員傷殘保障工作不僅關(guān)系到運(yùn)動(dòng)員個(gè)人的職業(yè)發(fā)展與身體健康,更關(guān)系到我國(guó)體育事業(yè)的長(zhǎng)遠(yuǎn)發(fā)展。盡管政府與社會(huì)各界對(duì)運(yùn)動(dòng)員傷殘保障越來(lái)越關(guān)注,但目前這一領(lǐng)域的學(xué)術(shù)研究仍然不足,缺乏理論指導(dǎo)。本文基于福利多元主義的理論視角,通過(guò)文獻(xiàn)法、訪談?wù){(diào)查法、比較研究法,梳理研究了我國(guó)運(yùn)動(dòng)員傷殘保障制度的現(xiàn)狀及發(fā)展趨勢(shì),對(duì)福利多元主義的理論框架進(jìn)行了回顧,利用國(guó)家體育總局運(yùn)動(dòng)員保障工作調(diào)研數(shù)據(jù)、優(yōu)秀運(yùn)動(dòng)員傷殘互助保險(xiǎn)賠付數(shù)據(jù),重點(diǎn)對(duì)工傷社會(huì)保險(xiǎn)、運(yùn)動(dòng)員傷殘互助保險(xiǎn)、體育商業(yè)保險(xiǎn)等進(jìn)行分析,并對(duì)國(guó)外的運(yùn)動(dòng)員傷殘保障進(jìn)行了比較。新中國(guó)成立以來(lái),我國(guó)運(yùn)動(dòng)員傷殘保障制度的發(fā)展經(jīng)歷了計(jì)劃經(jīng)濟(jì)國(guó)家統(tǒng)攬、改革開(kāi)放后的過(guò)渡、21世紀(jì)后的全面發(fā)展三個(gè)階段,但仍存在政府基礎(chǔ)保障缺失、非營(yíng)利組織提供保障有限、商業(yè)保障發(fā)展不力、個(gè)人家庭保障薄弱等問(wèn)題,我國(guó)運(yùn)動(dòng)員傷殘保障體系還未健全、政府負(fù)擔(dān)過(guò)重,無(wú)法應(yīng)對(duì)運(yùn)動(dòng)員特殊職業(yè)傷殘風(fēng)險(xiǎn)。美國(guó)、日本、德國(guó)等國(guó)家盡管與我國(guó)的體育管理模式不同,但其保障參與主體多元化、政府基礎(chǔ)保障完備、商業(yè)保險(xiǎn)供給充足、運(yùn)動(dòng)員自我保障積極等特點(diǎn)值得學(xué)習(xí)和借鑒�；诟＠嘣髁x四分法的理論框架,本文主張豐富運(yùn)動(dòng)員傷殘保障來(lái)源主體,根據(jù)運(yùn)動(dòng)員傷殘?zhí)攸c(diǎn)以及傷殘保障的不同層次,針對(duì)我國(guó)運(yùn)動(dòng)員傷殘保障存在的問(wèn)題,構(gòu)建以政府為主導(dǎo)、非營(yíng)利組織為重點(diǎn)補(bǔ)充、市場(chǎng)及個(gè)人家庭共同參與的多元化傷殘保障體系,以充分提高對(duì)運(yùn)動(dòng)員職業(yè)特征下的傷殘風(fēng)險(xiǎn)應(yīng)對(duì)水平。
[Abstract]:In modern society, various occupation workers are faced with different occupation injury risk. Athletes as laborers special occupation, behind the outstanding achievements of the more need to pay. Because of hard training and long-term competition continued, athletes than other occupation workers face a higher risk of disability. The disability, injury our athletes have affected the development of occupation and occupation, and even lead to the living in poverty. The disabled security system of athletes is not perfect has caused the attention of the society. The whole nation system of our country athlete disability protection work is not only related to the athlete's personal occupation development and physical health, but also related to the long-term development of our country sports. Although the government and the community more and more attention to the protection of disabled athletes, but the academic research in this field is still insufficient, lack of Science The guidance of this theory. Based on the view of welfare pluralism, through literature method, interview method, comparative research method, combing the research status quo and development trend of the security system of wounded and disabled athletes in our country, the theoretical framework of welfare pluralism are reviewed, the State General Administration of sport athletes security work disability survey data, mutual insurance of elite athletes the data, focusing on the social insurance of industrial injury, athletes disability mutual insurance, commercial insurance and other sports are analyzed, and the foreign athletes disability were compared. Since the new Chinese established security system disabled athlete in our country has experienced a planned economy, the transition after the reform and opening up, comprehensive development after twenty-first Century three stage, but there is still lack of protection of basic government, non-profit organizations to provide limited security, business security and poor development, personal family insurance Obstacle is weak, disabled athlete safeguard system of our country is not perfect, the government burden, unable to cope with the athletes special occupation disability risk. The United States, Japan, Germany and other countries and despite China's sports management mode, but its security in diversification, the government guarantee complete, adequate supply of commercial insurance, the athletes' self active security features worth learning and reference. The theoretical framework of welfare pluralism four points based on the method, this paper argues that the main source of rich athletes disability protection, according to the characteristics of athletes and different levels of disability and disability protection, existing in China's athletes disability protection problems, construction led by the government and non-profit organizations as the key of market, and individual families to participate in the diversification of disability protection system, to improve the level of disability risk response to the athlete occupation characteristics.
