【摘要】：作為社會保障制度的重要組成部分,社會救助具有調(diào)節(jié)社會利益、化解社會矛盾、促進(jìn)社會公平、維護(hù)社會穩(wěn)定、促進(jìn)社會融合的重要功能,被稱為社會保障體系“最后一道安全網(wǎng)”。改革開放30多年來,我國的社會救助實(shí)踐不斷深化,救助體系持續(xù)完善,較好保障了弱勢群體的基本生活,促進(jìn)了社會和諧發(fā)展。仲愷高新區(qū)是全國114家國家級高新區(qū)之一。目前區(qū)內(nèi)有異地務(wù)工人員約35萬,約占全區(qū)人口的70%,是高新區(qū)經(jīng)濟(jì)社會發(fā)展的主力軍。雖然他們具有相對穩(wěn)定的工作及不錯的工薪收入,但抵御重大疾病、突發(fā)性災(zāi)難等風(fēng)險的能力薄弱,屬于城市中的弱勢群體。鑒于人口紅利逐漸消失,為緩解招工用工壓力,近年來,仲愷高新區(qū)逐步加強(qiáng)異地務(wù)工人員的服務(wù)管理,異地務(wù)工人員社會救助工作日益得到重視,救助實(shí)踐不斷豐富。目前,高新區(qū)已對異地務(wù)工人員實(shí)施醫(yī)療、教育、住房等方面的救助,并取得初步成效,但仍存在救助內(nèi)容單一、救助范圍狹窄、救助水平不高等問題,難以滿足異地務(wù)工人員的實(shí)際需要。研究異地務(wù)工人員社會救助問題,探討背后的成因,并據(jù)此提出對策建議,對推動高新區(qū)異地務(wù)工人員社會救助實(shí)踐,豐富相關(guān)理論,具有積極意義。本文由五章構(gòu)成:第一章是序論,主要介紹研究背景、研究意義和研究方法,國內(nèi)外研究現(xiàn)狀等。第二章是分析仲愷高新區(qū)異地務(wù)工人員社會救助現(xiàn)狀及存在不足。首先介紹仲愷高新區(qū)社會救助的現(xiàn)實(shí)背景、救助實(shí)踐及成效;其次,對異地務(wù)工人員社會救助認(rèn)知水平、需求程度、意愿表達(dá)進(jìn)行問卷調(diào)查,并從公眾參與度、救助對象滿足度、救助效果等三個方面歸納存在的問題,為后文探索問題成因做好鋪墊。第三章從社會救助價值觀建設(shè)、社會救助制度機(jī)制設(shè)計、救助主體責(zé)任落實(shí)、救助資金籌集和救助內(nèi)容及方式創(chuàng)新等五個方面歸納問題成因。第四章是對美國、德國,溫州、珠海等國家和地區(qū)社會救助模式進(jìn)行分析、對比,并歸納對做好仲愷高新區(qū)異地務(wù)工人員社會救助工作的啟示。第五章從現(xiàn)代救助價值觀倡導(dǎo)、制度機(jī)制建設(shè)、救助資金籌集、救助主體責(zé)任明確、救助內(nèi)容和方式創(chuàng)新等五個方面對加強(qiáng)異地務(wù)工人員社會救助提出對策建議。最后為研究結(jié)論和展望部分,對本文研究結(jié)論進(jìn)行總結(jié),分析本文不足,并提出對未來進(jìn)一步研究的展望。
[Abstract]:As an important part of the social security system, social assistance has an important function of regulating social interests, resolving social contradictions, promoting social equity, maintaining social stability and promoting social integration. It is called "the last safety net" of the social security system. Since the reform and opening up for more than 30 years, the practice of social assistance in our country has been deepened and the aid system has been continuously improved, which has better guaranteed the basic life of the vulnerable groups. Zhongkai Hi-tech Zone is one of the 114 national high-tech zones in China. At present, there are about 350,000 migrant workers in the zone, accounting for about 70% of the population of the zone. Although they have a relatively stable job and a good wage income, but the ability to resist major diseases, sudden disasters and other risks is weak. In view of the gradual disappearance of population dividend, in order to alleviate the pressure of recruitment, Zhongkai Hi-tech Zone has gradually strengthened the service management of migrant workers in recent years. The social assistance work of migrant workers has been paid more and more attention, and the practice has been enriched. At present, the high-tech zone has implemented medical, education, housing and other aspects of assistance to migrant workers, and achieved initial results. However, there are still some problems, such as single content, narrow scope and low level of assistance, so it is difficult to meet the actual needs of migrant workers in different places. On the basis of this, it is of positive significance to promote the practice of social assistance for migrant workers in hi-tech zones and enrich the relevant theories. This paper is composed of five chapters: the first chapter is the preface theory, mainly introduces the research background. The second chapter is to analyze the status quo and shortcomings of social assistance for migrant workers in Zhongkai High-tech Zone. First, introduce the realistic background of social assistance in Zhongkai High-Tech Zone. Relief practice and effectiveness; Secondly, the cognition level, demand level, willingness expression of social assistance of migrant workers in different areas are investigated, and the existing problems are summarized from three aspects: public participation, object satisfaction, and aid effect. The third chapter focuses on the construction of social assistance values, the design of social assistance system mechanism, and the implementation of the main responsibility of relief. The 4th chapter analyzes and compares the social relief models of the United States, Germany, Wenzhou, Zhuhai and other countries and regions. And summed up the Zhongkai high-tech zone to do a good job of migrant workers social relief work. 5th from the modern relief values advocacy, institutional construction, rescue funds, clear responsibility of the main relief. The contents and methods of the relief of five aspects to strengthen the migrant workers social assistance countermeasures and recommendations. Finally for the research conclusions and prospects, the conclusion of this paper is summarized, analysis of the shortcomings of this paper. The prospect of further research in the future is also put forward.
