低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)的構建模式及評價研究

【摘要】:近幾年來在大力倡導低碳經(jīng)濟,建設生態(tài)文明,這一主旋律背景之下。越來越多的國家意識到低碳經(jīng)濟、低碳生活的重要性。英國政府力求在2010年減排主要溫室氣體—二氧化碳20%,2050年減排60%,加拿大政府大力支持生物燃料、風能和其他替代能源的研究,計劃撥款2.3億加元執(zhí)行生物能源技術計劃,美國參議院相繼提出《清潔空氣法》、《能源政策法》、《低碳經(jīng)濟法》等法案。我國按照《京都議定書》的承諾,,減排12.5%的溫室氣體,比平均減排8%的目標高出4.5個百分點。在全球掀起發(fā)展低碳經(jīng)濟的背景下,越來越多以大力推動低碳經(jīng)濟發(fā)展,建設資源節(jié)約型、環(huán)境友好型社會以及倡導和踐行低碳生活為宗旨的低碳類門戶網(wǎng)站迅速發(fā)展起來。雖然低碳類門戶網(wǎng)站快速興起,但目前對低碳類門戶網(wǎng)站的研究文獻卻相對較少。尤其是從信息生態(tài)系統(tǒng)角度分析低碳類門戶網(wǎng)站的文獻更是少之又少。因此本文著眼于信息生態(tài)系統(tǒng)視角下的相關理論,構建低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)的評價指標體系的研究對我國低碳類門戶網(wǎng)站的發(fā)展具有重要的現(xiàn)實意義。 本文結合了信息生態(tài)系統(tǒng)的相關概念以及國內外門戶網(wǎng)站的發(fā)展情況,提出低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)的構成因素即低碳門網(wǎng)站信息生態(tài)因子、信息生態(tài)鏈,以及信息生態(tài)圈。緊接著提出了低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)構建模式即低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)的服務模式、互動模式和參與模式。通過分析低碳門網(wǎng)站信息生態(tài)因子與低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)的服務模式、信息生態(tài)鏈與互動模式、信息生態(tài)圈與參與模式之間的關系。從而構建了低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)服務模式的評價指標體系、互動模式的評價指標體系、參與模式的評價指標體系。本文首先應用層次分析法得出低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)指標體系的指標權重,然后應用了案例分析的方法,對12個國內外低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)建設的服務性、互動性、參與性進行對比分析。將層次分析法中得到的指標權重結合調查問卷中篩選出的50個項目,最終得出每個項目的分數(shù)。通過對12個低碳類門戶網(wǎng)站50個項目的分數(shù)進行對比分析,揭示出中外低碳類門戶網(wǎng)站在信息生態(tài)化服務程度、信息生態(tài)化互動程度、信息生態(tài)化參與程度的相同點與不同點。 本文的研究豐富了低碳類門戶網(wǎng)站理論體系,擴大了信息生態(tài)系統(tǒng)理論的應用領域,建立了一套系統(tǒng)、有效、客觀的評估體系,有利于我國低碳類門戶網(wǎng)站績效評估理論的豐富和完善,從而為我國低碳類門戶網(wǎng)站信息生態(tài)系統(tǒng)的發(fā)展提出建設性意見。
[Abstract]:In recent years, we are advocating low-carbon economy and constructing ecological civilization. More and more countries are aware of the importance of low-carbon economy and low-carbon life. The British government aims to reduce carbon dioxide, the main greenhouse gas, by 20 percent in 2010 and by 60 percent in 2050. The Canadian government is strongly supporting research on biofuels, wind energy and other alternative sources of energy, and plans to allocate $230 million to implement bioenergy technology programs. The United States Senate has proposed laws such as Clean Air Act, Energy Policy Act and low carbon economy Act. According to the commitment of Kyoto Protocol, China reduces greenhouse gases by 12.5%, 4.5 percentage points higher than the average target of 8% reduction. Under the background of the global development of low-carbon economy, more and more low-carbon portals with the aim of promoting the development of low-carbon economy, building resource-saving, environment-friendly society and advocating and practicing low-carbon life are developing rapidly. Although low-carbon portals are emerging rapidly, there are relatively few researches on low-carbon portals. Especially from the perspective of information ecosystem analysis of low-carbon portal literature is rare. Therefore, the study of the evaluation index system of low carbon portal information ecosystem is of great practical significance to the development of low carbon portal in China, focusing on the relevant theories from the perspective of information ecosystem, and constructing the evaluation index system of low carbon portal information ecosystem. This paper combines the related concepts of information ecosystem and the development of domestic and international portals, and puts forward the composing factors of low carbon portal information ecosystem, that is, low carbon portal information ecological factors, information ecological chain. And the information ecosystem. Then the paper puts forward the construction mode of information ecosystem of low-carbon portal, that is, the service mode, interactive mode and participation mode of information ecosystem of low-carbon portal. This paper analyzes the relationship between the information ecological factors of low carbon portal and the information ecosystem of low carbon portal, the information ecological chain and the interactive model, and the relationship between the information ecological circle and the participation mode. Thus, the evaluation index system of information ecosystem service model, the evaluation index system of interactive model and the evaluation index system of participation model are constructed. In this paper, the index weight of low carbon portal information ecosystem index system is obtained by AHP, and then the service of 12 domestic and foreign low carbon portal information ecosystem construction is analyzed by case analysis. Interactive, participatory comparative analysis. The index weight obtained from AHP is combined with 50 items selected in the questionnaire, and the score of each item is obtained. By comparing and analyzing the scores of 50 projects of 12 low-carbon portals, this paper reveals the similarities and differences between Chinese and foreign low-carbon portals in the service degree of information ecology, the degree of interaction of information ecology, and the degree of participation in information ecology. The research in this paper enriches the theory system of low-carbon portal, expands the application field of information ecosystem theory, and establishes a set of system, effective and objective evaluation system. It is beneficial to enrich and perfect the theory of performance evaluation of low-carbon portals in China, so as to put forward constructive suggestions for the development of information ecosystem of low-carbon portals in China.
