自組織與網(wǎng)絡(luò)治理理論視角下的互聯(lián)網(wǎng)治理

【摘要】:互聯(lián)網(wǎng)從誕生開始,就有自組織的屬性,今天,它的自組織機(jī)制在四個(gè)層面表現(xiàn)更為突出。在互聯(lián)網(wǎng)治理中,從自組織角度來(lái)促進(jìn)其內(nèi)部自治,不僅必要,而且可行;ヂ(lián)網(wǎng)的自組織式自治的可行性及機(jī)制,也可以從近年興起的"網(wǎng)絡(luò)治理"理論中得到解釋;ヂ(lián)網(wǎng)的自組織式自治(或網(wǎng)絡(luò)化治理)中,有三類"節(jié)點(diǎn)"作用更為突出,分別為網(wǎng)民、網(wǎng)絡(luò)服務(wù)提供者以及管理機(jī)構(gòu)。網(wǎng)民是網(wǎng)絡(luò)自治的基礎(chǔ)性節(jié)點(diǎn),網(wǎng)民自治能力的發(fā)揮,既需要以網(wǎng)絡(luò)社會(huì)素養(yǎng)的提高為基礎(chǔ),也需要以權(quán)利保障、社會(huì)報(bào)償激勵(lì)為動(dòng)力。作為平臺(tái)性節(jié)點(diǎn)的網(wǎng)絡(luò)服務(wù)提供者在互聯(lián)網(wǎng)傳播秩序、商業(yè)秩序及社區(qū)秩序的構(gòu)建、網(wǎng)民信用體系建設(shè)、網(wǎng)民權(quán)利維護(hù)等方面的作為,直接影響到整個(gè)互聯(lián)網(wǎng)的秩序,而對(duì)它們的約束機(jī)制包括市場(chǎng)機(jī)制、自律機(jī)制、第三方監(jiān)督機(jī)制以及法律機(jī)制等。在自治的視野下,管理機(jī)構(gòu)是一種調(diào)節(jié)性節(jié)點(diǎn),它們需要調(diào)整過(guò)去的管理思維,成為自治系統(tǒng)中的協(xié)調(diào)者、服務(wù)者與監(jiān)督者。這三類節(jié)點(diǎn)之間的互動(dòng),主要建立在信任機(jī)制、協(xié)同機(jī)制、信息溝通機(jī)制和調(diào)適機(jī)制上。
[Abstract]:Internet has the attribute of self-organization since it was born. Today, its self-organization mechanism is more prominent in four levels. In Internet governance, it is not only necessary but also feasible to promote its internal autonomy from the angle of self-organization. The feasibility and mechanism of self-organizing autonomy of the Internet can also be explained by the theory of "network governance" which has emerged in recent years. In the self-organizing autonomy (or network governance) of the Internet, there are three types of "nodes" that play a more prominent role, namely, Internet users, network service providers and management agencies. Internet users are the basic nodes of network autonomy, the ability of Internet users autonomy should be based on the improvement of network social literacy, but also on the protection of rights, social reward incentives as the driving force. As a platform node, network service providers directly affect the order of Internet communication, the construction of commercial order and community order, the construction of netizens' credit system, the maintenance of Internet users' rights and so on. The restraint mechanism includes market mechanism, self-discipline mechanism, third-party supervision mechanism and legal mechanism. In the view of autonomy, the management organization is a kind of adjusting node. They need to adjust the management thinking in the past and become the coordinator, the server and the supervisor in the autonomous system. The interaction among these three kinds of nodes is mainly based on trust mechanism, cooperative mechanism, information communication mechanism and adjustment mechanism.
