【摘要】：隨著我國信息化建設(shè)的不斷推進(jìn)，科技信息服務(wù)行業(yè)得到迅速發(fā)展，科技情報研究機(jī)構(gòu)的作用日趨重要。省級科技情報研究院所網(wǎng)站作為區(qū)域信息服務(wù)的提供平臺，其信息服務(wù)質(zhì)量和效率直接影響情報院所的業(yè)務(wù)開展。目前，我國科技情報機(jī)構(gòu)網(wǎng)站在科技情報信息資源結(jié)構(gòu)，在線信息服務(wù)開展、網(wǎng)站界面的易用性和信息時效性等方面，還存在著需要提升和改進(jìn)的方面。 本文以我國省級科技情報院所網(wǎng)站為研究對象，在確定網(wǎng)絡(luò)調(diào)研要素的基礎(chǔ)上，，對網(wǎng)站開展信息服務(wù)的現(xiàn)狀進(jìn)行了調(diào)查研究和總結(jié)分析，并針對發(fā)現(xiàn)的問題提出改進(jìn)建議。文章結(jié)合網(wǎng)站評價相關(guān)理論和網(wǎng)絡(luò)服務(wù)研究成果，以及中國科學(xué)技術(shù)信息研究所網(wǎng)站、電子政府網(wǎng)站、圖書館和檔案館網(wǎng)站等在線服務(wù)實例，從調(diào)研對象、時間和方法等幾個方面進(jìn)行了省級科技情報機(jī)構(gòu)網(wǎng)站在線服務(wù)調(diào)研的設(shè)計，確定我國省級科技情報機(jī)構(gòu)在線服務(wù)調(diào)研的內(nèi)容，包括在線服務(wù)項目和在線服務(wù)支撐平臺性能2個一級層次內(nèi)容，信息公開、個性化服務(wù)等8個二級層次內(nèi)容以及通知公告、在線調(diào)查等29個三級層次內(nèi)容，為網(wǎng)站在線服務(wù)調(diào)研的實施提供參照依據(jù)。 根據(jù)網(wǎng)站調(diào)研設(shè)計的內(nèi)容，參照現(xiàn)階段科技情報機(jī)構(gòu)的業(yè)務(wù)職能情況，從在線服務(wù)項目和在線服務(wù)支撐平臺性能兩方面，對各省級科技情報機(jī)構(gòu)網(wǎng)站開展信息服務(wù)的情況進(jìn)行網(wǎng)絡(luò)調(diào)研。結(jié)合我國省市經(jīng)濟(jì)社會發(fā)展實際，在整理分析統(tǒng)計結(jié)果的基礎(chǔ)上，依據(jù)網(wǎng)站信息服務(wù)項目分析科技情報機(jī)構(gòu)網(wǎng)站的信息服務(wù)狀況，進(jìn)而從服務(wù)意識、網(wǎng)站建設(shè)、內(nèi)容建設(shè)等方面為改善現(xiàn)階段省級科技情報機(jī)構(gòu)信息服務(wù)提出建議，為今后科技情報機(jī)構(gòu)網(wǎng)絡(luò)服務(wù)起到一定的參考作用，并為進(jìn)一步研究打下基礎(chǔ)。
[Abstract]:With the development of information construction in China, science and technology information service industry has been developed rapidly, and the role of scientific and technological information research institutions is becoming more and more important. As the platform of regional information service, the information service quality and efficiency of provincial scientific and technological information research institute website directly affect the business development of information institute. At present, there are still some aspects that need to be improved, such as the structure of scientific and technological information resources, the development of online information services, the ease of use of the website interface and the timeliness of information, etc. This paper takes the website of the provincial science and technology information institute as the research object, on the basis of determining the network investigation essential factor, has carried on the investigation research and the summary analysis to the website carrying out the information service, and has put forward the improvement suggestion to the discovered question. This article combines the related theories of website evaluation and the research results of network service, as well as the online service examples such as the website of China Institute of Science and Technology Information, the website of electronic government, the website of library and archives, and so on. In this paper, the design of the online service research of the provincial sci-tech intelligence organization website is carried out in several aspects, such as time and method, and the content of the online service research of the provincial sci-tech intelligence organization in China is determined. Including online service items and online service support platform performance of two levels of content, information disclosure, personalized services, such as 8 levels of content, as well as notification announcements, online surveys, and other 29 levels of content, For the website online service research implementation provides the reference basis. According to the content of the website investigation and design, and referring to the business functions of science and technology information agencies at this stage, from the online service project and the online service supporting platform performance, Carry on the network investigation to the information service condition of each provincial science and technology intelligence organization website. Combined with the economic and social development practice of provinces and cities in China, on the basis of sorting out and analyzing the statistical results, according to the information service items of the website, the paper analyzes the information service situation of the website of the scientific and technological intelligence organization, and then from the service consciousness, the website construction, The content construction and other aspects provide suggestions for improving the information service of provincial science and technology information institutions at the present stage, play a certain reference role in the future network service of science and technology information agencies, and lay a foundation for further research.
