物資集約化背景下中國(guó)電力企業(yè)電子化招投標(biāo)實(shí)施策略研究

【摘要】:集約化原是經(jīng)濟(jì)領(lǐng)域中的一句術(shù)語(yǔ),本意是指在充分利用一切資源的基礎(chǔ)上,更集中合理地運(yùn)用現(xiàn)代管理與技術(shù),充分發(fā)揮人力資源的積極效應(yīng),以提高工作效益和效率的一種形式。集約化經(jīng)營(yíng)的基本內(nèi)涵有本義和現(xiàn)代義兩種解釋!掇o海》解釋其本義為:“集約”是指農(nóng)業(yè)上在同一面積投入較多的生產(chǎn)資料和勞動(dòng)進(jìn)行精耕細(xì)作,用提高單位面積產(chǎn)量的方法來(lái)增加產(chǎn)品總量的經(jīng)營(yíng)方式;現(xiàn)代意義的“集約化經(jīng)營(yíng)”的內(nèi)涵,則是從前蘇聯(lián)“引進(jìn)”的。1958年前蘇聯(lián)經(jīng)濟(jì)學(xué)家第一次引用“集約”一詞,解釋其義為:指在社會(huì)經(jīng)濟(jì)活動(dòng)中,在同一經(jīng)濟(jì)范圍內(nèi),通過(guò)經(jīng)營(yíng)要素質(zhì)量的提高、要素含量的增加、要素投入的集中以及要素組合方式的調(diào)整來(lái)增進(jìn)效益的經(jīng)營(yíng)方式。簡(jiǎn)言之,集約是相對(duì)粗放而言,集約化經(jīng)營(yíng)是以效益(社會(huì)效益和經(jīng)濟(jì)效益)為根本對(duì)經(jīng)營(yíng)諸要素重組,實(shí)現(xiàn)最小的成本獲得最大的投資回報(bào)。近年來(lái),隨著集約化管理概念的提出,以及集約化從經(jīng)濟(jì)領(lǐng)域發(fā)展到經(jīng)營(yíng)及企業(yè)管理領(lǐng)域,煤炭、石油、電力等能源領(lǐng)域企業(yè)為提高其物資管理水平,率先將集約化應(yīng)用于物資管理領(lǐng)域。 中國(guó)電力企業(yè)將集約化應(yīng)用于物資管理領(lǐng)域當(dāng)中,目標(biāo)是以集團(tuán)化運(yùn)作、高科技為手段將生產(chǎn)要素相對(duì)集中,形成規(guī);芾,以降低電力企業(yè)生產(chǎn)成本,加速資金周轉(zhuǎn),進(jìn)而促進(jìn)企業(yè)盈利,提升企業(yè)的市場(chǎng)競(jìng)爭(zhēng)力。物資集約化管理已逐步成為電力企業(yè)管理的重要組成部分,成為電力企業(yè)成本控制的利器,成為電力企業(yè)生產(chǎn)經(jīng)營(yíng)正常運(yùn)行的重要保證,成為電力企業(yè)發(fā)展壯大的重要基礎(chǔ)。 在物資集約化管理的大背景下,以節(jié)約人力物力成本、提高采購(gòu)過(guò)程的公正公平程度、提高采購(gòu)工作效率等為最終目的,遵守中國(guó)采購(gòu)相關(guān)法律法規(guī),中國(guó)電力企業(yè)將現(xiàn)代信息化手段應(yīng)用于物資集約化采購(gòu)過(guò)程中,將招投標(biāo)采購(gòu)工作電子化。本文在對(duì)中國(guó)采購(gòu)相關(guān)法律法規(guī)以及國(guó)內(nèi)外電子化投標(biāo)現(xiàn)狀研究的基礎(chǔ)上,分析電子化招投標(biāo)在中國(guó)電力企業(yè)實(shí)施應(yīng)用的模式,針對(duì)電子招投標(biāo)這一新生事物在中國(guó)電力企業(yè)應(yīng)用的案例,對(duì)中國(guó)電力企業(yè)招投標(biāo)電子化的各個(gè)環(huán)節(jié)進(jìn)行深入研究,尋找目前中國(guó)電力企業(yè)應(yīng)用招投標(biāo)電子過(guò)程中仍然存在的問(wèn)題,并提出改進(jìn)措施建議。
[Abstract]:Intensification is a term used in the economic field. It is meant to be based on the full use of all resources, to make more concentrated and rational use of modern management and technology, and to give full play to the positive effects of human resources. A form of work that improves efficiency and efficiency. The basic connotations of intensive management include two kinds of interpretations: the original meaning and the modern meaning. The meaning of "intensive" means that the means of production and labor invested in the same area in agriculture are intensive and intensive cultivation. The method of increasing the output per unit area was used to increase the total volume of production, and the connotation of "intensive management" in the modern sense was introduced by the former Soviet Union. In 1958, economists of the former Soviet Union first quoted the term "intensive". To explain its meaning is: in the social economic activity, in the same economic scope, through the management essential factor quality enhancement, the essential factor content increase, the factor input centralization and the factor combination way adjustment to enhance the benefit. In short, intensive management is relatively extensive, intensive management is based on the benefits (social and economic benefits) as the fundamental restructuring of the operating elements, to achieve the minimum cost to obtain the largest return on investment. In recent years, with the introduction of the concept of intensive management, and the intensive development from the economic field to the field of business and enterprise management, coal, oil, electricity and other fields of energy enterprises in order to improve their material management, To take the lead in the application of intensification in the field of material management. Chinese electric power enterprises will apply intensification in the field of material management. The goal is to use group operation and high technology as a means to relatively centralize production elements and form large-scale management in order to reduce the production cost of electric power enterprises and speed up the turnover of funds. Then promote the enterprise profit, enhance the market competition ability of the enterprise. Material intensive management has gradually become an important part of electric power enterprise management, a sharp tool for power enterprise cost control, an important guarantee for the normal operation of power enterprise production and operation, and an important foundation for the development and growth of electric power enterprise. In the context of intensive material management, the ultimate goal is to save the cost of manpower and material resources, to improve the fairness and fairness of the procurement process, and to improve the efficiency of the procurement work, and to abide by the relevant laws and regulations of China's procurement. Chinese electric power enterprises apply modern information means in the process of material intensive procurement, and electronic bidding procurement. Based on the study of the relevant laws and regulations of procurement in China and the current situation of electronic bidding at home and abroad, this paper analyzes the application mode of electronic bidding in Chinese electric power enterprises. Aiming at the application of electronic bidding, a new thing in Chinese electric power enterprises, this paper makes a thorough study on every link of electronic bidding of Chinese electric power enterprises. This paper looks for the problems existing in the process of applying bidding and bidding in Chinese electric power enterprises, and puts forward some suggestions for improvement.
