【摘要】：隨著國家科教興國戰(zhàn)略的深入推進(jìn),高校儀器設(shè)備采購數(shù)量大幅提高,在保證采購效率的同時(shí),公開、公平、公正地規(guī)范完成儀器設(shè)備采購流程難度越來越大。為提高儀器設(shè)備采購管理效率,建立陽光、高效、節(jié)約的儀器設(shè)備采購環(huán)境,我校充分利用信息化手段,采用儀器設(shè)備競(jìng)價(jià)采購系統(tǒng)與現(xiàn)有通用設(shè)備采購業(yè)務(wù)方式相結(jié)合的方式,創(chuàng)新性地設(shè)計(jì)并完成了通用設(shè)備競(jìng)價(jià)采購申請(qǐng)數(shù)據(jù)項(xiàng)錄入的定制化和采購業(yè)務(wù)流程的自動(dòng)化方式,提出并實(shí)現(xiàn)了用戶競(jìng)價(jià)采購可授權(quán)管理模式進(jìn)而提高了競(jìng)價(jià)采購系統(tǒng)的操作靈活性和用戶體驗(yàn),建立了競(jìng)價(jià)采購系統(tǒng)與現(xiàn)有設(shè)備管理信息系統(tǒng)的可追溯關(guān)系并提高了儀器設(shè)備全生命周期管理水平。
[Abstract]:With the development of the national strategy of rejuvenating the country through science and education, the quantity of equipment procurement in colleges and universities has been greatly increased. It is becoming more and more difficult to standardize the procurement process of instruments and equipment in an open, fair and fair manner while ensuring the efficiency of procurement. In order to improve the efficiency of purchasing and management of instruments and equipment, and to establish a sunny, efficient and economical environment for purchasing instruments and equipment, our school makes full use of the means of information. With the combination of the instrument and equipment bidding purchasing system and the existing general equipment purchasing business mode, this paper innovatively designs and completes the customization of the data entry of the general equipment bidding purchase application data and the automation of the purchasing business process. This paper puts forward and realizes the management mode of user bidding purchasing authorization, and then improves the flexibility of operation and user experience of bidding procurement system. The traceability relationship between the bidding purchasing system and the existing equipment management information system is established, and the whole life cycle management level of the instrument equipment is improved.
