【摘要】：政府網(wǎng)站是電子政務(wù)的重要組成部分，是各級(jí)政府面向公眾進(jìn)行信息公開、提供服務(wù)的網(wǎng)絡(luò)平臺(tái)，道路運(yùn)輸管理部門網(wǎng)站作為政府門戶網(wǎng)站的重要組成部分，對(duì)道路運(yùn)輸行業(yè)管理活動(dòng)發(fā)揮著積極有效的作用。目前我國尚且沒有一套成熟的道路運(yùn)輸管理部門網(wǎng)站評(píng)價(jià)指標(biāo)體系，很難對(duì)道路運(yùn)輸管理部門網(wǎng)站的建設(shè)情況做出科學(xué)、客觀的評(píng)價(jià)，網(wǎng)站的建設(shè)和維護(hù)也缺乏明確的方向。 道路運(yùn)輸管理部門網(wǎng)站雖然有著“政府網(wǎng)站”的基礎(chǔ)屬性，但是由于其鮮明的行業(yè)管理特色，在網(wǎng)站的定位及功能方面與一般政府網(wǎng)站存在差異，不能單純照搬一般政府門戶網(wǎng)站的評(píng)價(jià)體系及評(píng)價(jià)方法；此外，目前一般政府門戶網(wǎng)站評(píng)價(jià)指標(biāo)大都是從功能的角度，從信息提供方，即政府的角度對(duì)政府網(wǎng)站開展評(píng)價(jià)，沒有很好地分析用戶真正的需求，并且存在著重定性分析、輕定量分析的情況。對(duì)已有的道路運(yùn)輸管理部門網(wǎng)站進(jìn)行分析，構(gòu)建一套符合道路運(yùn)輸行業(yè)特色的、科學(xué)、合理的網(wǎng)站評(píng)價(jià)體系勢(shì)在必行。 本文對(duì)道路運(yùn)輸管理部門的管理職能、網(wǎng)站功能、用戶群及用戶需求做了深入細(xì)致的研究，對(duì)網(wǎng)站的特定用戶進(jìn)行了詳細(xì)的分類，從信息內(nèi)容需求和功能需求兩方面，將用戶的需求轉(zhuǎn)化為可考量的指標(biāo)體系，構(gòu)建出一套符合道路運(yùn)輸行業(yè)管理特色、滿足用戶需求的網(wǎng)站評(píng)價(jià)體系。本文用層次分析法建立了可量化的評(píng)價(jià)指標(biāo)，用模糊綜合評(píng)價(jià)及加權(quán)平均評(píng)價(jià)兩種方法，，對(duì)網(wǎng)站的用戶滿意度分布及各功能建設(shè)情況進(jìn)行評(píng)價(jià)分析，最后進(jìn)行了實(shí)例研究，證明了構(gòu)建的評(píng)價(jià)體系可以較為清晰地反映用戶的真實(shí)需求及道路運(yùn)輸管理部門網(wǎng)站的發(fā)展現(xiàn)狀，并為今后的建設(shè)和完善提出相應(yīng)的改進(jìn)意見。
[Abstract]:Government website is an important part of e-government, it is a network platform for governments at all levels to open information and provide services to the public. The website of road transport management department is an important part of government portal. Road transport industry management activities play an active and effective role. At present, our country still does not have a set of mature road transportation management department website appraisal index system, it is very difficult to make the scientific, objective appraisal, the website construction and the maintenance to the road transportation management department website construction lacks the clear direction. Although the website of road transport management department has the basic attribute of "government website", but because of its distinct industry management characteristic, the website is different from the general government website in the orientation and function of the website. We can't simply copy the evaluation system and evaluation method of the general government portal website. In addition, at present, the evaluation index of the general government portal website is mostly from the function angle, from the information provider, that is, the government angle to carry on the evaluation to the government website. The real needs of users are not well analyzed, and there are qualitative analysis, not quantitative analysis. It is imperative to construct a scientific and reasonable website evaluation system which accords with the characteristics of road transportation industry by analyzing the existing website of road transportation management department. In this paper, the management functions, website functions, user groups and user needs of the road transport management department are studied in detail, and the specific users of the website are classified in detail, including the information content requirements and the functional requirements. The user's demand is transformed into an index system which can be considered, and a website evaluation system which meets the management characteristics of road transportation industry and meets the needs of users is constructed. In this paper, the quantifiable evaluation index is established by AHP, and the distribution of user satisfaction and the construction of each function of the website are evaluated and analyzed by fuzzy comprehensive evaluation and weighted average evaluation. Finally, a case study is carried out. It is proved that the evaluation system can clearly reflect the real needs of the users and the development status of the road transport management department website, and put forward the corresponding suggestions for the construction and improvement in the future.
