【摘要】：基于組織內(nèi)部視角的電子政務(wù)服務(wù)能力成熟度模型(EGS CMM)是目前國際上較為認可,并用于提升政府服務(wù)能力的最佳實踐�；趯浖芰Τ墒於饶Ｐ�、企業(yè)IT治理架構(gòu)和政府總體架構(gòu)的回顧,梳理了電子政務(wù)服務(wù)能力成熟度模型產(chǎn)生及演化的過程;并通過對國際上四種代表性的能力提升方法的分析,探討了電子政務(wù)服務(wù)能力提升的關(guān)鍵要素;提出了基于中國行政環(huán)境下的電子政務(wù)服務(wù)內(nèi)部能力管理框架。
[Abstract]:Based on the perspective of e-government services within the organization's Capability Maturity Model (EGS CMM) is currently recognized internationally, and best practices for government services to enhance the ability of software capability maturity model. Based on the review of enterprise IT governance framework architecture and government, combing the E-government service capability maturity model and process evolution; and through the analysis of the lifting method on the four representative capacity, and discusses the key factors in the promotion of e-government service capability; e-government is put forward China administrative environment service management framework based on internal capabilities.
