【摘要】：權(quán)威既是網(wǎng)絡(luò)社會(huì)普遍的客觀性存在,也是網(wǎng)絡(luò)空間治理的基礎(chǔ)性要件。通過對(duì)互聯(lián)網(wǎng)發(fā)展的歷史考量可以發(fā)現(xiàn),中國網(wǎng)絡(luò)空間權(quán)威形態(tài)經(jīng)歷了初期的政治權(quán)威缺場,到第二階段的多元權(quán)威迷茫,再到現(xiàn)階段權(quán)威形態(tài)重塑的嬗變過程。相應(yīng)的,網(wǎng)絡(luò)空間治理格局也呈現(xiàn)出縱向上的由自由放任式、碎片化管理走向國家主導(dǎo)、合作共治的發(fā)展歷程。新時(shí)期,構(gòu)建一個(gè)國家主導(dǎo)、合作共治的網(wǎng)絡(luò)權(quán)威格局將有助于充分發(fā)揮權(quán)威的文化功能、秩序功能、安全功能以及發(fā)展功能等,是推進(jìn)我國網(wǎng)絡(luò)社會(huì)發(fā)展、建設(shè)網(wǎng)絡(luò)強(qiáng)國的必需。但是,重塑網(wǎng)絡(luò)空間權(quán)威格局將不僅影響網(wǎng)絡(luò)主體的方方面面,而且波及整個(gè)網(wǎng)絡(luò)政治生態(tài)狀況,也會(huì)受到來自諸方面的挑戰(zhàn)甚至拒斥。理想的網(wǎng)絡(luò)空間權(quán)威格局并不會(huì)自然而然生成,面向未來,重塑中國網(wǎng)絡(luò)空間權(quán)威格局任重而道遠(yuǎn),需要牢牢把握端正權(quán)威觀念、配套制度建設(shè)以及依循發(fā)展規(guī)律三條主線。
[Abstract]:Authority is not only the objective existence of the network society, but also the basic element of cyberspace governance. Through the historical consideration of the development of the Internet, we can find that the form of authority in cyberspace in China has experienced the lack of political authority in the early stage. To the second stage of the confusion of multiple authority, and then to the evolution process of reshaping the form of authority at the present stage. Accordingly, the pattern of cyberspace governance also presents a vertical pattern of laissez-faire, fragmented management towards state-led. In the new period, the construction of a state-led and cooperative network authority pattern will help to give full play to the cultural function, order function, security function and development function of authority. It is necessary to promote the development of our country's network society and build a powerful network country. However, reshaping the authoritative pattern of cyberspace will not only affect all aspects of the network subject, but also affect the whole network political and ecological situation. The ideal cyberspace authority structure will not naturally come into being. Facing the future, reshaping China's cyberspace authority pattern has a long way to go, so it is necessary to firmly grasp the correct concept of authority. Supporting system construction and follow the law of development three main lines.
