【摘要】：正 一、移民遺留問題需要監(jiān)理 1986年,國務(wù)院發(fā)文“關(guān)于抓緊處理移民問題的通知”標(biāo)志著全國移民遺留問題處理工作的開始。15年來,通過水利部批復(fù)部屬水庫的中央庫區(qū)建設(shè)基金己達(dá)36億元。為了管好用好這筆資金,原水利部移民辦于1992年頒發(fā)了水庫移民專項(xiàng)資金管理辦法”、“水庫移民生產(chǎn)周轉(zhuǎn)金管理辦法”,對(duì)資金管理作出了比較明確的規(guī)定,在以后幾年又作了多次補(bǔ)充和修改。
[Abstract]:First, the problem left over by immigrants needs to be supervised in 1986, and the circular issued by the State Council "on paying close attention to dealing with the problem of immigrants" marks the beginning of the work of dealing with the problems left over by immigrants throughout the country. In the past 15 years, the central reservoir area construction fund approved by the Ministry of Water Resources has reached 3.6 billion yuan. In order to manage and make good use of this fund, the former Migration Office of the Ministry of Water Resources issued the measures for the Management of Special funds for Reservoir Resettlement in 1992, and the measures for the Management of working Capital for Reservoir Migration have made relatively clear provisions on the management of funds, and have been supplemented and revised many times in the next few years.
