【摘要】：主要研究分析美國國防合同管理體制,包括國防合同簽訂、執(zhí)行、監(jiān)管、審計等。美國海軍國防合同管理的主要單位包括國防合同管理局、國防合同審計局、海上系統(tǒng)司令部02部(合同部)及軍代局。由于艦船建造周期較長,所以在美國,由海上系統(tǒng)司令部的下屬單位軍代局負責艦艇的合同執(zhí)行管理。其他裝備由國防合同管理局負責。逐一解析以上各單位在國防合同管理中的職能,并結(jié)合美軍"福特"級航母的真實情況,分析美國國防合同的管理體制和流程。
[Abstract]:This paper mainly studies and analyzes the management system of defense contract in the United States, including the signing, execution, supervision and audit of defense contract. The main units of defense contract management in the United States Navy include the Defense contracts Administration, the Defense contracts Audit Office, the Maritime Systems Command 02 (contract Department) and the military Agency. Because of the long construction cycle of the ship, in the United States, the Marine Systems Command unit, the military Agency, is responsible for the contract execution and management of the ship. Other equipment is the responsibility of the Defense contracts Administration. This paper analyzes the functions of the above units in the management of the defense contract one by one, and analyzes the management system and process of the US defense contract in the light of the true situation of the "Ford" class aircraft carrier of the US military.
