【摘要】：近幾年,民航所占市場(chǎng)份額逐步縮小,經(jīng)濟(jì)效益出現(xiàn)虧損,如何降低運(yùn)營(yíng)成本,實(shí)現(xiàn)資金運(yùn)行業(yè)務(wù)集中管控是一項(xiàng)有效的措施,本文對(duì)民航資金管理體系支撐系統(tǒng)進(jìn)行設(shè)計(jì)和研究,利用信息技術(shù)建立了高效的資金管理平臺(tái),做到了資金管理、核算與監(jiān)督,確保了資金信息的真實(shí)性和準(zhǔn)確性,提高了工作效率,降低了管理成本,規(guī)避了財(cái)務(wù)風(fēng)險(xiǎn),所取得的主要研究成果為：1.資金預(yù)算管理技術(shù)研究針對(duì)切塊資金類別多樣、項(xiàng)目類型復(fù)雜的特點(diǎn),對(duì)資金預(yù)算管理技術(shù)進(jìn)行研究,實(shí)現(xiàn)資金、項(xiàng)目及工作量的年度、月度預(yù)算、運(yùn)行計(jì)劃等的上報(bào)、追加、審核、匯總、審批、平衡、下達(dá)、查詢等操作,提供資金預(yù)警提示功能。2.投資項(xiàng)目管理技術(shù)研究對(duì)投資項(xiàng)目管理方式技術(shù)進(jìn)行了研究,由投資管理部門實(shí)現(xiàn)投資項(xiàng)目的添加、修改、刪除和審批管理,安排給項(xiàng)目運(yùn)行部門,同時(shí)對(duì)項(xiàng)目運(yùn)行進(jìn)度進(jìn)行可控,提供項(xiàng)目建設(shè)評(píng)價(jià)分析、月度臺(tái)帳統(tǒng)計(jì)、查詢功能。3.合同管理技術(shù)研究對(duì)合同處理流程和管理層次技術(shù)進(jìn)行了研究,根據(jù)資金預(yù)算編號(hào)實(shí)現(xiàn)項(xiàng)目立項(xiàng)招投標(biāo)資質(zhì)審查,記錄談判過程,下發(fā)中標(biāo)通知書、完成合同的簽約／變更、反饋、歸檔的審批等,實(shí)現(xiàn)全合同管理過程的系統(tǒng)處理、查詢、統(tǒng)計(jì)、公示。4.項(xiàng)目管理技術(shù)研究通過對(duì)項(xiàng)目運(yùn)行流程管理技術(shù)進(jìn)行研究,實(shí)現(xiàn)對(duì)資金來源、工作量信息的確認(rèn)審核、相對(duì)人資質(zhì)審核、項(xiàng)目變更申請(qǐng)和審核,項(xiàng)目運(yùn)行業(yè)務(wù)部門進(jìn)行項(xiàng)目開工、履行進(jìn)度、完工、驗(yàn)收及辦理反饋、結(jié)算、掛帳申請(qǐng)。5.綜合查詢技術(shù)研究按切塊類別、日期等關(guān)鍵字實(shí)現(xiàn)切塊資金所有管理數(shù)據(jù)、報(bào)表的統(tǒng)計(jì)、模糊查詢和多種格式的打印輸出,快捷準(zhǔn)確的提供資金、項(xiàng)目分析數(shù)據(jù),為資金的調(diào)控、監(jiān)督和領(lǐng)導(dǎo)決策提供信息支持。6.合同相對(duì)人管理技術(shù)研究對(duì)合同相對(duì)人管理技術(shù)進(jìn)行研究,實(shí)現(xiàn)相對(duì)人管理信息的維護(hù)、管理、過濾、排序、查詢、導(dǎo)出等功能,提供相對(duì)人實(shí)施項(xiàng)目效益反饋和業(yè)績(jī)?cè)u(píng)價(jià)考核。7.評(píng)標(biāo)專家管理研究對(duì)評(píng)標(biāo)專家管理技術(shù)進(jìn)行了研究,建立招投標(biāo)專家數(shù)據(jù)庫(kù),根據(jù)項(xiàng)目要求隨機(jī)抽取指定數(shù)量的項(xiàng)目評(píng)標(biāo)專家,詳細(xì)記錄專家評(píng)標(biāo)的項(xiàng)目工程信息,實(shí)現(xiàn)評(píng)標(biāo)的透明性,實(shí)施評(píng)標(biāo)專家的績(jī)效考核。8.系統(tǒng)管理技術(shù)研究研究實(shí)現(xiàn)組織結(jié)構(gòu)、用戶、密碼、角色、數(shù)據(jù)庫(kù)字典等信息的維護(hù),根據(jù)用戶權(quán)限角色顯示相應(yīng)的操作頁面,提高系統(tǒng)的可維護(hù)、可用性和可靠性。
