【摘要】：近幾年,民航所占市場份額逐步縮小,經濟效益出現虧損,如何降低運營成本,實現資金運行業(yè)務集中管控是一項有效的措施,本文對民航資金管理體系支撐系統進行設計和研究,利用信息技術建立了高效的資金管理平臺,做到了資金管理、核算與監(jiān)督,確保了資金信息的真實性和準確性,提高了工作效率,降低了管理成本,規(guī)避了財務風險,所取得的主要研究成果為：1.資金預算管理技術研究針對切塊資金類別多樣、項目類型復雜的特點,對資金預算管理技術進行研究,實現資金、項目及工作量的年度、月度預算、運行計劃等的上報、追加、審核、匯總、審批、平衡、下達、查詢等操作,提供資金預警提示功能。2.投資項目管理技術研究對投資項目管理方式技術進行了研究,由投資管理部門實現投資項目的添加、修改、刪除和審批管理,安排給項目運行部門,同時對項目運行進度進行可控,提供項目建設評價分析、月度臺帳統計、查詢功能。3.合同管理技術研究對合同處理流程和管理層次技術進行了研究,根據資金預算編號實現項目立項招投標資質審查,記錄談判過程,下發(fā)中標通知書、完成合同的簽約／變更、反饋、歸檔的審批等,實現全合同管理過程的系統處理、查詢、統計、公示。4.項目管理技術研究通過對項目運行流程管理技術進行研究,實現對資金來源、工作量信息的確認審核、相對人資質審核、項目變更申請和審核,項目運行業(yè)務部門進行項目開工、履行進度、完工、驗收及辦理反饋、結算、掛帳申請。5.綜合查詢技術研究按切塊類別、日期等關鍵字實現切塊資金所有管理數據、報表的統計、模糊查詢和多種格式的打印輸出,快捷準確的提供資金、項目分析數據,為資金的調控、監(jiān)督和領導決策提供信息支持。6.合同相對人管理技術研究對合同相對人管理技術進行研究,實現相對人管理信息的維護、管理、過濾、排序、查詢、導出等功能,提供相對人實施項目效益反饋和業(yè)績評價考核。7.評標專家管理研究對評標專家管理技術進行了研究,建立招投標專家數據庫,根據項目要求隨機抽取指定數量的項目評標專家,詳細記錄專家評標的項目工程信息,實現評標的透明性,實施評標專家的績效考核。8.系統管理技術研究研究實現組織結構、用戶、密碼、角色、數據庫字典等信息的維護,根據用戶權限角色顯示相應的操作頁面,提高系統的可維護、可用性和可靠性。

The contract management technology research has carried on the research to the contract processing flow and the management level technology, according to the fund budget number realizes the project bidding qualification examination, records the negotiation process, issues the bid winning notice, completes the contract sign / change, Feedback, filing approval, etc., to achieve the full contract management process of the system processing, inquiry, statistics, publicity. 4. Research on project management technology through the study of project operation process management technology to realize the verification of the source of funds, workload information, relative qualification review, project change application and audit, Project operation business department to start the project, fulfill the progress, completion, acceptance and processing feedback, settlement, filing application. 5. The research of integrated query technology realizes all management data, statistics of report forms, fuzzy query and print output in various formats according to the key words of block type, date and so on, and provides funds and project analysis data quickly and accurately. Provide information support for the regulation, supervision and decision-making of funds. 6. Research on contract relative person Management Technology to realize the functions of maintaining, managing, filtering, sorting, querying, deriving and so on, the relative party management information is maintained, managed, filtered, sorted, queried, derived and so on. Provide the relative person to implement the project benefit feedback and performance evaluation appraisal. 7. The management research of bid evaluation experts has studied the management technology of bid evaluation experts, established a database of bidding experts, randomly selected a specified number of project evaluation experts according to the project requirements, and recorded in detail the project engineering information of experts in bid evaluation. To realize the transparency of bid evaluation and implement the performance appraisal of bid evaluation experts. 8. System management technology realizes the maintenance of information such as organization structure, user, password, role, database dictionary and so on. According to the role of user authority, the corresponding operation pages can be displayed, so as to improve the maintainability, usability and reliability of the system.
