【摘要】：正利用外資彌補(bǔ)國(guó)內(nèi)建設(shè)資金不足,是我國(guó)對(duì)外開(kāi)放基本國(guó)策的重要內(nèi)容,借用外資是利用外資的重要組成部分。改革開(kāi)放以來(lái),借用外資對(duì)我國(guó)經(jīng)濟(jì)的發(fā)展起了積極推動(dòng)作用。但是,借用外資與外商直接投資不同的是,借用外資是要按期連本帶息償還的,所承擔(dān)的債務(wù)風(fēng)險(xiǎn)也很大,只有將借用外資控制在適度、合理的規(guī)模上,并保持使用效益高于成本的良好態(tài)勢(shì),才可以實(shí)現(xiàn)國(guó)民經(jīng)濟(jì)發(fā)展的良性循環(huán),加強(qiáng)借用外資項(xiàng)目管理中的監(jiān)督與公證,是合理控制和保持借用外資規(guī)模,提高使用外資質(zhì)量的重要手段。
[Abstract]:Making use of foreign capital to make up for the shortage of domestic construction funds is an important part of China's basic national policy of opening up to the outside world, and borrowing foreign capital is an important part of utilizing foreign capital. Since the reform and opening up, borrowing foreign capital has played an active role in promoting the economic development of our country. However, the difference between borrowing foreign capital and foreign direct investment is that borrowing foreign capital needs to be repaid on a regular basis with interest and principal, and the debt risk is also very large. Only the borrowing of foreign capital should be controlled on a moderate and reasonable scale. In order to realize the virtuous circle of national economic development, and to strengthen supervision and notarization in project management of borrowing foreign capital, it is reasonable to control and maintain the scale of borrowed foreign capital in order to maintain a good situation in which the benefit of use is higher than the cost. An important means to improve the quality of the use of foreign capital.
