【摘要】：近年來,全球大多數(shù)制藥企業(yè)都面臨著專利藥物到期、新藥研發(fā)難度增加、成功率低、進(jìn)度緩慢等問題,世界制藥業(yè)巨頭大多采取技術(shù)轉(zhuǎn)移的方式來降低成本維持利潤率。這些專利藥物大多在歐美日等發(fā)達(dá)國家進(jìn)行生產(chǎn),將這些產(chǎn)品的生產(chǎn)轉(zhuǎn)移到成本較低的發(fā)展中國家,提高凈利潤。中國由于具有制藥規(guī)模大、成本較低以及巨大的醫(yī)藥市場潛力等優(yōu)勢,正成為制藥巨頭們進(jìn)行技術(shù)轉(zhuǎn)移的樂土。世界衛(wèi)生組織(WHO)、國際制藥工程協(xié)會(ISPE)等也為此出版了關(guān)于藥品技術(shù)轉(zhuǎn)移的指南,目前國內(nèi)還沒有一套成熟完整的關(guān)于藥品技術(shù)轉(zhuǎn)移的指南文件和實(shí)踐指導(dǎo)。本文通過分析國內(nèi)外技術(shù)轉(zhuǎn)移狀況差異,應(yīng)用項(xiàng)目管理中的進(jìn)度管理和風(fēng)險管理工具對技術(shù)轉(zhuǎn)移進(jìn)行過程管理,并結(jié)合大型跨國制藥企業(yè)在藥品技術(shù)轉(zhuǎn)移方面的實(shí)際經(jīng)驗(yàn),建立科學(xué)的藥品技術(shù)轉(zhuǎn)移模型,識別藥品技術(shù)轉(zhuǎn)移過程中的風(fēng)險點(diǎn),并制定相應(yīng)的降低風(fēng)險措施,確保項(xiàng)目的順利進(jìn)行并通過市場GMP認(rèn)證和市場準(zhǔn)入,確保企業(yè)能夠科學(xué)的控制成本,并保證產(chǎn)品的質(zhì)量穩(wěn)定性。通過本文研究,希望提出的藥品技術(shù)轉(zhuǎn)移模型能夠?yàn)槲覈扑幤髽I(yè)實(shí)施產(chǎn)品轉(zhuǎn)移項(xiàng)目所用,并幫助更多的中國制藥企業(yè)適應(yīng)市場需求,走向國際市場。
[Abstract]:In recent years, most pharmaceutical enterprises in the world are facing the problems of patent drug expiration, increasing difficulty of new drug research and development, low success rate, slow progress and so on. Most of the world pharmaceutical giants adopt technology transfer to reduce the cost and maintain profit margin. Most of these patented drugs are produced in developed countries such as Europe, America and Japan, shifting their production to lower-cost developing countries and increasing net profits. Because of the advantages of large scale, low cost and huge potential of pharmaceutical market, China is becoming a good place for pharmaceutical giants to transfer technology. The World Health Organization (WHO),) International Pharmaceutical Engineering Association (ISPE) has also published a guide on drug technology transfer. At present, there is not a complete set of guidelines and practical guidance on drug technology transfer in China. Based on the analysis of the differences of technology transfer situation at home and abroad, this paper applies the project management and risk management tools to the process management of technology transfer, and combines the practical experience of large multinational pharmaceutical enterprises in drug technology transfer. Establish a scientific model of drug technology transfer, identify the risk points in the process of drug technology transfer, and formulate corresponding risk reduction measures to ensure the smooth progress of the project and pass the market GMP certification and market access. Ensure that the enterprise can control the cost scientifically and ensure the quality stability of the product. Through the research of this paper, it is hoped that the proposed drug technology transfer model can be used by Chinese pharmaceutical enterprises to implement product transfer projects, and help more Chinese pharmaceutical enterprises to adapt to the market demand and to move to the international market.
