西氣東輸增輸工程酒泉壓氣站風險管理研究

【摘要】:隨著世界石油經(jīng)濟的發(fā)展和企業(yè)人本管理理念的不斷深入,能源項目在全球各地高歌猛進快速開發(fā)的同時,工程項目的風險管理成為國內(nèi)外石油能源等高風險項目能否順利實施、企業(yè)能否占領(lǐng)國內(nèi)和國際本已白熱化競爭的市場一席之地、甚至可否持續(xù)科學發(fā)展的關(guān)鍵保障。本論文運用最新的項目風險管理理論和工具技術(shù),針對性地分析和研究了國家重點能源項目---西氣東輸增輸工程酒泉壓氣站工程項目的風險管理問題。從風險管理研究對本工程、乃至企業(yè)生存發(fā)展的背景和意義著手,分類闡述和對比了目前國內(nèi)和國際項目風險管理理論和常用工具、技術(shù)。在客觀分析西氣東輸增輸工程酒泉壓氣站施工的整體風險的基礎(chǔ)上,重點研究了大型壓氣站工程風險管理過程和方法;尤其是形成大型壓氣站工程風險管控方案構(gòu)思,進行風險管理戰(zhàn)略、管理規(guī)劃的制定、風險識別、定性定量分析、風險消減過程的應(yīng)對與監(jiān)控、風險管理的后評價等系列風險管理技術(shù)在工程應(yīng)用優(yōu)化,形成了一整套獨特的大型壓氣站工程風險管理程序、模式和技術(shù),為同行業(yè)壓氣站工程風險管理提供了范例。
[Abstract]:With the development of the world petroleum economy and the deepening of the concept of enterprise people-oriented management, energy projects are rapidly developing in various parts of the world. Risk management of engineering projects has become a key guarantee for sustainable scientific development, such as whether oil and energy projects at home and abroad can be carried out smoothly, whether enterprises can occupy a seat in the market where domestic and international competition has become increasingly fierce, and even whether they can continue to develop scientifically. Based on the latest project risk management theory and tool technology, this paper analyzes and studies the risk management of Jiuquan Gas Compression Station Project, a national key energy project. From the background and significance of the risk management research to the project and even to the survival and development of the enterprise, this paper classifies and compares the current domestic and international project risk management theory and common tools, technology. Based on the objective analysis of the overall risk of Jiuquan gas station construction, the risk management process and method of large-scale gas compression station are studied. In particular, the formation of large-scale gas station project risk management plan concept, risk management strategy, management planning, risk identification, qualitative and quantitative analysis, risk mitigation process response and monitoring, A series of risk management techniques, such as post-evaluation of risk management, have been optimized in engineering application, forming a set of unique risk management procedures, models and techniques for large-scale gas compression stations, which provide an example for risk management of gas compression stations in the same industry.
