【摘要】：中國二十二冶集團(tuán)有限公司(以下簡稱“二十二冶”)通過引進(jìn)國外先進(jìn)的PMC總承包模式,項(xiàng)目承建數(shù)量逐步增長,但隨著工程項(xiàng)目規(guī)模的不斷擴(kuò)大和技術(shù)復(fù)雜化,PMC項(xiàng)目建設(shè)過程中逐步暴露出一系列風(fēng)險(xiǎn)問題,阻礙了集團(tuán)快速發(fā)展的步伐。為保證該集團(tuán)承建項(xiàng)目的投資效益,二十二冶需要構(gòu)建規(guī)避風(fēng)險(xiǎn)的體系。本文以二十二冶PMC項(xiàng)目風(fēng)險(xiǎn)管理為研究對(duì)象,通過構(gòu)建項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)模型,繼而提出風(fēng)險(xiǎn)控制方法。首先,基于國內(nèi)外PMC模式和PMC項(xiàng)目風(fēng)險(xiǎn)管理理論研究成果,概括項(xiàng)目管理的相關(guān)理論,為文章奠定理論基礎(chǔ)。其次,分析二十二冶集團(tuán)概況,闡述該企業(yè)PMC的運(yùn)行模式以及該模式應(yīng)用過程中存在的質(zhì)量、進(jìn)度和成本等風(fēng)險(xiǎn)問題。再次,通過對(duì)二十二冶PMC項(xiàng)目風(fēng)險(xiǎn)源進(jìn)行有效識(shí)別,得出該集團(tuán)PMC項(xiàng)目風(fēng)險(xiǎn)的主要影響因素指標(biāo),并在此基礎(chǔ)上建立了項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)模型及影響因素的排序。最后,分析二十二冶PMC項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)結(jié)果,指出影響項(xiàng)目建設(shè)風(fēng)險(xiǎn)的主次要因素,從全生命周期角度,對(duì)PMC項(xiàng)目建設(shè)提出風(fēng)險(xiǎn)轉(zhuǎn)移、完善管理監(jiān)督機(jī)制、提升前期調(diào)研水平等風(fēng)險(xiǎn)控制策略。
[Abstract]:China 22 Metallurgical Group Co., Ltd. (hereinafter referred to as "22 Metallurgical Group"), through the introduction of foreign advanced PMC general contracting mode, the number of project construction gradually increased, but with the continuous expansion of the project size and technical complexity, PMC project construction process gradually exposed a series of risk problems, hindered the rapid development of the Group. In order to guarantee the investment benefit of the construction project, 22 smelter needs to construct the risk avoidance system. This paper takes the project risk management of 22 Metallurgical PMC Project as the research object, and then puts forward the risk control method by constructing the project risk evaluation model. Firstly, based on the research results of PMC model and PMC project risk management theory at home and abroad, this paper summarizes the relevant theories of project management, and lays a theoretical foundation for the article. Secondly, the general situation of 22 Metallurgical Group is analyzed, and the operation mode of PMC in this enterprise and the risk problems such as quality, schedule and cost in the application of this model are expounded. Thirdly, through the effective identification of the risk sources of 22 Metallurgical PMC project, the main influencing factors of the PMC project risk of the group are obtained, and on this basis, the project risk evaluation model and the ranking of the influencing factors are established. Finally, the risk evaluation results of 22 smelter PMC project are analyzed, and the main and secondary factors influencing the project construction risk are pointed out. From the perspective of the whole life cycle, the risk transfer is put forward to the PMC project construction, and the management and supervision mechanism is improved. Improve the level of previous research and other risk control strategies.
