【摘要】：專用鐵路是我國鐵路路網(wǎng)的重要組成部分,作為鐵路貨物運(yùn)輸組織基層生產(chǎn)單位,對沿線周邊地區(qū)的貨物運(yùn)輸發(fā)展起著積極的促進(jìn)作用。不同于國家基本建設(shè)資金的長大干線鐵路,專用鐵路的資金來源一般為大中企業(yè)自籌,其建設(shè)過程的投資控制容易被忽視。本鐵路建設(shè)項(xiàng)目投資較高,投資有效控制是項(xiàng)目管理的重要組成部分;本項(xiàng)目線路較長,涉及區(qū)域廣,建設(shè)工期長,從建設(shè)籌劃、設(shè)計、實(shí)施到竣工,存在著各種風(fēng)險問題,利用科學(xué)的管理方法合理的預(yù)防和轉(zhuǎn)移風(fēng)險,是該項(xiàng)目順利建設(shè)實(shí)施的必要因素。有必要針對本項(xiàng)目的各項(xiàng)因素進(jìn)行分析,以達(dá)到投資合理控制的目的。本文以位于山西、陜西、內(nèi)蒙交界處擬修建的隆泰運(yùn)煤鐵路專用線工程為研究目標(biāo),首先根據(jù)項(xiàng)目的需求及周邊鐵路運(yùn)輸條件,分析了本項(xiàng)目建設(shè)的必要性;然后從擬采用主要技術(shù)標(biāo)準(zhǔn)、線路方案及建成后采用運(yùn)營模式等環(huán)節(jié)進(jìn)行本項(xiàng)目的全過程分析研究,根據(jù)本項(xiàng)目投資估算及預(yù)期收益等因素對項(xiàng)目進(jìn)行了財務(wù)評價和國民經(jīng)濟(jì)評價,驗(yàn)證了本項(xiàng)目建設(shè)的可行性。最后根據(jù)工程造價管理理論,針對項(xiàng)目投資目標(biāo),分析了投資控制中常見問題,并提出相應(yīng)控制措施;利用建設(shè)項(xiàng)目風(fēng)險管理相關(guān)知識,分析了各風(fēng)險要素可能產(chǎn)生的問題,從實(shí)施角度提出了對風(fēng)險的預(yù)防及應(yīng)對措施。隆泰運(yùn)煤專用線為西北部規(guī)模較大的貨運(yùn)專用鐵路,其投資控制及風(fēng)險控制的研究相對于其他小型專用線更有價值,本文的研究成果對類似鐵路建設(shè)項(xiàng)目具有一定參考意義。
[Abstract]:Special railway is an important part of railway network in China. As a basic production unit of railway freight transport organization, it plays an active role in promoting the development of freight transportation in the surrounding areas along the railway line. Different from the long trunk railway of the national capital construction, the capital source of the special railway is generally self-financing by the large and medium enterprises, and the investment control in the construction process is easy to be ignored. The investment of the railway construction project is high, and the effective control of the investment is an important part of the project management. The project has a long route, wide area, long construction period, from construction planning, design, implementation to completion, there are a variety of risk problems, the use of scientific management methods reasonable prevention and transfer of risks, It is a necessary factor for the smooth construction and implementation of the project. It is necessary to analyze the factors of this project in order to achieve the purpose of reasonable investment control. This paper takes the special railway line project of Longtai Coal Transport Railway, which is located at the junction of Shanxi, Shaanxi and Inner Mongolia, as the research goal. Firstly, according to the demand of the project and the transportation condition of the surrounding railway, the necessity of the construction of the project is analyzed. Then the whole process of the project is analyzed and studied from the aspects of the main technical standard, the route scheme and the operation mode after the completion of the project. According to the investment estimation and expected income of the project, the financial evaluation and national economic evaluation of the project are carried out, and the feasibility of the construction of the project is verified. Finally, according to the theory of project cost management, the common problems in investment control are analyzed, and the corresponding control measures are put forward. Based on the knowledge of construction project risk management, this paper analyzes the possible problems of each risk element, and puts forward the prevention and countermeasures of risk from the point of view of implementation. The study of investment control and risk control of Longtai coal transport line is more valuable than that of other small private railway lines. The research results of this paper have some reference significance for similar railway construction projects.
