HB電網(wǎng)“一核心兩閉環(huán)”的項(xiàng)目管理模式研究
[Abstract]:Electric power industry enterprises are the foundation and lifeline of national economy, among which the grid companies ensure the safe and reliable operation of the power grid and strengthen the power network planning and construction is the important basis. On the basis of ensuring the safe operation and maintenance of the power grid, the power grid company also undertakes a large number of tasks in the implementation and management of the power grid construction and transformation projects, especially in the integrated planning and management of the power grid project. The project management mode will be adjusted accordingly on the basis of internal system reform such as the construction of "three sets and five big" system and so on. Therefore, it is of great practical value and significance to strengthen the research on the management mode of related construction and transformation projects in power grid enterprises. Based on the characteristics of the construction and transformation projects of power grid companies, this paper takes "enterprise strategic objectives" as the core, aims at improving the efficiency and efficiency of investment plans, and attempts to develop "enterprise-level" project management. This paper studies and constructs a new project management mode of "one core and two closed loops", that is, enterprise project "large closed loop" management, and project implementation "small closed loop" control, in order to improve the level of project comprehensive plan management. First of all, based on the reference of domestic and foreign literature and research, this paper introduces the background, research trends, research content, possible innovation points and related theoretical basis. Secondly, according to the analysis of the current situation and existing problems of HB power network project management, this paper puts forward a new project management concept of "hierarchical management", and constructs a "one core two closed loop" project management model. Then, under the management mode of "one core and two closed loop", the organization division of labor and the concrete implementation process are defined, and the effect of the model is compared by using fuzzy comprehensive evaluation. Finally, the problems and measures in the application of "one core two closed loop" management mode are put forward. The research results not only provide a new idea and method for HB power grid company project enterprise comprehensive planning project management, but also have certain reference value and significance to other related project management and control.
