HB電網(wǎng)“一核心兩閉環(huán)”的項(xiàng)目管理模式研究

【摘要】:電力工業(yè)企業(yè)作為國民經(jīng)濟(jì)的基礎(chǔ)和命脈,其中電網(wǎng)公司確保電網(wǎng)的安全可靠運(yùn)行和加強(qiáng)電網(wǎng)規(guī)劃建設(shè)是重要基礎(chǔ)。電網(wǎng)公司在確保電網(wǎng)安全運(yùn)行及維護(hù)的基礎(chǔ)上,還承擔(dān)著大量的電網(wǎng)建設(shè)和電網(wǎng)改造項(xiàng)目的實(shí)施與管理任務(wù),特別是在電網(wǎng)項(xiàng)目綜合計(jì)劃管理中,隨著電網(wǎng)公司內(nèi)部適時(shí)進(jìn)行了縣級(jí)子公司上劃、“三集五大”體系建設(shè)等內(nèi)部體制改革基礎(chǔ)上,項(xiàng)目管理方式勢(shì)必進(jìn)行相應(yīng)的調(diào)整。因此,加強(qiáng)對(duì)電網(wǎng)企業(yè)相關(guān)建設(shè)與改造項(xiàng)目的管理模式的研究具有重要的實(shí)踐價(jià)值和研究意義。本文結(jié)合電網(wǎng)公司建設(shè)與改造項(xiàng)目特點(diǎn),以“企業(yè)戰(zhàn)略目標(biāo)”為核心,以提高投資計(jì)劃效益及效率為目標(biāo),嘗試研究開展“企業(yè)級(jí)”項(xiàng)目管理,研究構(gòu)建“一核心兩閉環(huán)”的新型項(xiàng)目管理模式,即企業(yè)級(jí)項(xiàng)目“大閉環(huán)”管理,項(xiàng)目實(shí)施“小閉環(huán)”管控,以期提高項(xiàng)目綜合計(jì)劃管理水平。本文首先在查閱國內(nèi)外相關(guān)文獻(xiàn)資料和一定調(diào)研的基礎(chǔ)上,介紹了選題背景、國內(nèi)外研究動(dòng)態(tài)、研究內(nèi)容、可能的創(chuàng)新點(diǎn)和相關(guān)理論基礎(chǔ);其次,針對(duì)HB電網(wǎng)項(xiàng)目管理現(xiàn)狀和存在問題的分析,研究提出了“分級(jí)管理”的新型項(xiàng)目管理理念,并構(gòu)建了“一核心兩閉環(huán)”的項(xiàng)目管理模式;接著,在“一核心兩閉環(huán)”管理模式下,明確組織分工和具體實(shí)施流程,并運(yùn)用模糊綜合評(píng)價(jià)進(jìn)行模式效果對(duì)比;最后,提出“一核心兩閉環(huán)”管理模式應(yīng)用過程中注意問題及措施。研究成果不僅為HB電網(wǎng)公司項(xiàng)目企業(yè)級(jí)綜合計(jì)劃項(xiàng)目管理提供了新思路和新方法,對(duì)其它相關(guān)項(xiàng)目管理和管控也具有一定的參考價(jià)值和借鑒意義。
[Abstract]:Electric power industry enterprises are the foundation and lifeline of national economy, among which the grid companies ensure the safe and reliable operation of the power grid and strengthen the power network planning and construction is the important basis. On the basis of ensuring the safe operation and maintenance of the power grid, the power grid company also undertakes a large number of tasks in the implementation and management of the power grid construction and transformation projects, especially in the integrated planning and management of the power grid project. The project management mode will be adjusted accordingly on the basis of internal system reform such as the construction of "three sets and five big" system and so on. Therefore, it is of great practical value and significance to strengthen the research on the management mode of related construction and transformation projects in power grid enterprises. Based on the characteristics of the construction and transformation projects of power grid companies, this paper takes "enterprise strategic objectives" as the core, aims at improving the efficiency and efficiency of investment plans, and attempts to develop "enterprise-level" project management. This paper studies and constructs a new project management mode of "one core and two closed loops", that is, enterprise project "large closed loop" management, and project implementation "small closed loop" control, in order to improve the level of project comprehensive plan management. First of all, based on the reference of domestic and foreign literature and research, this paper introduces the background, research trends, research content, possible innovation points and related theoretical basis. Secondly, according to the analysis of the current situation and existing problems of HB power network project management, this paper puts forward a new project management concept of "hierarchical management", and constructs a "one core two closed loop" project management model. Then, under the management mode of "one core and two closed loop", the organization division of labor and the concrete implementation process are defined, and the effect of the model is compared by using fuzzy comprehensive evaluation. Finally, the problems and measures in the application of "one core two closed loop" management mode are put forward. The research results not only provide a new idea and method for HB power grid company project enterprise comprehensive planning project management, but also have certain reference value and significance to other related project management and control.
