【摘要】：隨著國家的發(fā)展、社會(huì)的進(jìn)步,我國在科研領(lǐng)域投入的費(fèi)用呈大幅度增長的態(tài)勢。但是,經(jīng)合組織(OECD)的統(tǒng)計(jì)資料顯示,我國科研項(xiàng)目的投入產(chǎn)出水平卻明顯低于世界平均水平。其中一個(gè)重要原因就是風(fēng)險(xiǎn)管理在科研項(xiàng)目的管理過程中沒有引起足夠的重視,甚至有些科研項(xiàng)目的風(fēng)險(xiǎn)管理形同虛設(shè),沒有起到任何作用。因此,重視科研項(xiàng)目管理中的風(fēng)險(xiǎn)評價(jià),提高科研項(xiàng)目的成功率已是迫在眉睫的事情。本文旨在分析科研項(xiàng)目及其風(fēng)險(xiǎn)管理的特殊性的基礎(chǔ)上,探尋一種適合針對科研項(xiàng)目的、行之有效的風(fēng)險(xiǎn)管理方法,并且構(gòu)建出科研項(xiàng)目風(fēng)險(xiǎn)評價(jià)的模型,使科研項(xiàng)目的風(fēng)險(xiǎn)管理更有依據(jù),有效降低科研項(xiàng)目管理中的風(fēng)險(xiǎn),提高科研項(xiàng)目的管理水平,使科研項(xiàng)目開發(fā)的成功率得到保障,從而促進(jìn)我國科研領(lǐng)域的發(fā)展。首先,本文對本課題的基礎(chǔ)理論進(jìn)行了概述,包括科研項(xiàng)目風(fēng)險(xiǎn)管理的定義和風(fēng)險(xiǎn)管理的基本流程等。在此基礎(chǔ)上,通過文獻(xiàn)研究、實(shí)際調(diào)研及向?qū)＜易稍兊确椒?對科研項(xiàng)目及其風(fēng)險(xiǎn)的特點(diǎn)進(jìn)行了歸納、總結(jié)。然后,對科研項(xiàng)目風(fēng)險(xiǎn)評價(jià)的特殊性進(jìn)行了分析,對科研項(xiàng)目面臨的風(fēng)險(xiǎn)進(jìn)行了識(shí)別。針對科研項(xiàng)目的風(fēng)險(xiǎn),結(jié)合實(shí)際調(diào)研和向?qū)＜易稍?本文構(gòu)建了科研項(xiàng)目風(fēng)險(xiǎn)評價(jià)的指標(biāo)體系,采用德爾菲方法和層次分析法相結(jié)合的主觀賦權(quán)法確定指標(biāo)的權(quán)重。根據(jù)科研項(xiàng)目風(fēng)險(xiǎn)的特點(diǎn),結(jié)合模糊數(shù)學(xué)理論和灰色理論的適用范圍,構(gòu)建了模糊灰色綜合評價(jià)模型。最后,以航天科研項(xiàng)目為例進(jìn)行了實(shí)證分析,驗(yàn)證了模型的有效性和實(shí)用性。
[Abstract]:With the development of the country and the progress of the society, the expenditure in the field of scientific research in China is increasing by a large margin. However, according to the OECD (OECD) statistics, the input-output level of scientific research projects in China is obviously lower than the world average. One of the important reasons is that risk management does not attract enough attention in the process of scientific research project management, and even some scientific research project risk management has no effect. Therefore, it is urgent to pay attention to risk evaluation in scientific research project management and improve the success rate of scientific research project. On the basis of analyzing the particularity of scientific research project and its risk management, this paper aims to explore a suitable and effective risk management method for scientific research project, and construct a model of risk evaluation for scientific research project. The risk management of scientific research project can be based on, reduce the risk of scientific research project management, improve the management level of scientific research project, ensure the success rate of scientific research project development, and promote the development of scientific research field in China. Firstly, this paper summarizes the basic theory of this subject, including the definition of risk management of scientific research projects and the basic process of risk management. On this basis, the characteristics of scientific research projects and their risks are summarized and summarized by means of literature research, actual investigation and consultation with experts. Then, the particularity of risk assessment of scientific research project is analyzed, and the risk of scientific research project is identified. Aiming at the risk of scientific research project, combining with the actual investigation and consulting with experts, this paper constructs the index system of risk evaluation of scientific research project, and adopts the subjective weighting method combining Delphi method and AHP to determine the weight of the index. According to the characteristics of scientific research project risk and the application scope of fuzzy mathematics theory and grey theory, the fuzzy grey comprehensive evaluation model is constructed. Finally, the effectiveness and practicability of the model are verified by taking the space research project as an example.
