【摘要】：近年來隨著我國對科研資金投入的加大,在國家教育部的倡導下,各級省教育主管部門都設立了專項資金用于地方高校的基礎科學研究支持,其中以省為單位進行的省高校自然科學基金主要就是為了促進我國高校自然科學基礎研究的進步,通過近年的實施,高校自然基金在促進高校基礎研究的發(fā)展上起到了明顯的效果,在教育主管部門的促進下,高校自然科學基金投入也逐年加大,對項目的支持力度和數量也逐漸增加,然而這也給教育主管部門的基金管理和審批等帶來了極大的挑戰(zhàn),因此,通過現代信息化手段構建省高校基金管理系統,提升對項目的管理效率成為了目前急需解決的問題。對省高校基金管理系統項目的有效管理,是保證該項目順利實施和高質量交付完成的基礎,在這一背景下,本文提出了省高�；鸸芾硐到y的設計與分析,從項目管理角度,對項目進行需求分析和整體方案設計,并且在該方案和需求分析的基礎上,通過運用項目管理知識,對該項目進行了內容管理和范圍管理的分析,制定了詳細的項目內容管理計劃和項目范圍管理計劃,并對項目進行了詳細的工作分解,最后在工作分解的基礎上,對整個項目的進度控制和成本控制進行了詳細的分析,制定了詳細的進度和成本控制計劃,并對基金管理系統項目實施過程中可能出現的影響項目進度和成本控制失敗的因素進行了詳細的分析,基于這些影響因素制定了詳細的對策方案,給出了具體的進度和成本控制方法設計,最后在此基礎上完成了對整個省高校基金管理系統項目的管理,通過實踐證明了本文提出的省高�；鸸芾硐到y項目的進度控制和成本控制方案的可靠性和有效性,該管理方案可以有效的保證項目高效率、高質量的完成交付。總之,通過本文對省高�；鸸芾硐到y的實施提供了一套科學有效的管理方案,在該方案中通過運用科學的項目管理理論知識為項目實施提供了可靠的項目進度和成本管理,使得整個項目按照預期的目標和計劃順利完成并交付使用。
[Abstract]:In recent years, with the increasing investment of scientific research funds in our country, under the initiative of the Ministry of Education, provincial education departments at all levels have set up special funds to support basic scientific research in local colleges and universities. Among them, the provincial university natural science foundation is mainly aimed at promoting the progress of the basic research of natural science in colleges and universities in our country, through the implementation in recent years. The natural fund of colleges and universities has played a significant role in promoting the development of basic research in colleges and universities. With the promotion of the education department, the investment of natural science funds in colleges and universities has also increased year by year, and the support and quantity of the projects have gradually increased. However, this has also brought great challenges to the fund management and examination and approval of the education department. Therefore, it is urgent to solve the problem of constructing the provincial university fund management system through modern information technology to improve the efficiency of the project management. The effective management of the provincial university fund management system project is the basis to ensure the smooth implementation and high quality delivery of the project. Under this background, this paper puts forward the design and analysis of the provincial university fund management system, from the perspective of project management. The content management and scope management of the project are analyzed by using the knowledge of project management, based on the analysis of the project requirements and the overall project design, and on the basis of the analysis of the project and the requirements, the content management and the scope management of the project are analyzed. The detailed project content management plan and project scope management plan are worked out, and the project is decomposed in detail. Finally, on the basis of work decomposition, the progress control and cost control of the whole project are analyzed in detail. The detailed schedule and cost control plan are worked out, and the factors that may affect the project schedule and cost control failure during the implementation of the fund management system project are analyzed in detail. Based on these influencing factors, the detailed countermeasures are worked out, and the specific schedule and cost control methods are designed. Finally, the project management of the fund management system of the whole province colleges and universities is completed. The practice proves the reliability and effectiveness of the schedule control and cost control scheme proposed in this paper, which can effectively guarantee the high efficiency and high quality delivery of the project. In a word, this paper provides a set of scientific and effective management scheme for the implementation of the fund management system in colleges and universities, and provides reliable project schedule and cost management through the application of scientific project management theory knowledge. Enable the project to be completed and delivered in accordance with the desired objectives and plans.
