市政燃?xì)夤こ添?xiàng)目進(jìn)度管理研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)的高速發(fā)展,環(huán)境惡化也越來(lái)越嚴(yán)重,在2012年國(guó)家環(huán)境保護(hù)部將PM2.5標(biāo)準(zhǔn)納入了《環(huán)境空氣質(zhì)量標(biāo)準(zhǔn)》,迫使各地政府部門(mén)不得不將環(huán)保問(wèn)題提上日程。天然氣作為一種高熱值的環(huán)保能源被各地政府大力推廣使用。燃?xì)夤艿拦こ痰慕ㄔO(shè)也進(jìn)入了如火如荼的建設(shè)時(shí)期。而城鎮(zhèn)燃?xì)夤こ痰慕ㄔO(shè)管理一般還是停留在指揮部的方式,無(wú)法對(duì)市政燃?xì)夤艿拦こ探ㄔO(shè)的進(jìn)度進(jìn)行有效的控制。市政燃?xì)夤艿拦こ添?xiàng)目進(jìn)度控制一直困擾著燃?xì)膺\(yùn)營(yíng)單位和施工單位。對(duì)燃?xì)夤こ添?xiàng)目進(jìn)度進(jìn)行合理有效的控制管理,有利于盡快發(fā)揮投資者投入產(chǎn)出比,有利于經(jīng)濟(jì)秩序的良好維持,從而利于提高企業(yè)效益。本文主要通過(guò)對(duì)某工業(yè)園的市政天然氣管道工程建設(shè)的進(jìn)度控制的分析,為在進(jìn)行進(jìn)度控制時(shí)找到影響工程項(xiàng)目進(jìn)度的主要原因提供一個(gè)模板,從根本上解決城鎮(zhèn)燃?xì)膺\(yùn)營(yíng)單位在工程建設(shè)過(guò)程中,能及時(shí)有效的途徑找到工程建設(shè)過(guò)程中影響項(xiàng)目進(jìn)度的主要因素,并及時(shí)采取有效的解決措施。為人們更近一步的了解燃?xì)夤こ添?xiàng)目進(jìn)度管理等相關(guān)的知識(shí),對(duì)項(xiàng)目管理人員能有效的進(jìn)行市政燃?xì)夤艿拦こ探ㄔO(shè)進(jìn)度控制具有很大的參考價(jià)值以及指導(dǎo)意義。本文以某工業(yè)園市政天然氣管道工程項(xiàng)目為研究對(duì)象,采用WBS項(xiàng)目分解的方法,對(duì)市政燃?xì)夤艿拦こ淌┕ろ?xiàng)目進(jìn)行了層層分解,將項(xiàng)目分解為施工圖設(shè)計(jì)、材料設(shè)備采購(gòu)、項(xiàng)目報(bào)建、施工、驗(yàn)收等十九個(gè)步驟,以每個(gè)子項(xiàng)目為單位用MICROSOFT PROJECT軟件編制了施工進(jìn)度甘特圖,詳細(xì)的計(jì)劃了各個(gè)子項(xiàng)目每個(gè)施工段或施工工序的時(shí)間安排。根據(jù)市政燃?xì)夤艿拦こ探ㄔO(shè)過(guò)程中存在的影響施工進(jìn)度的因素進(jìn)行了歸納總結(jié),根據(jù)進(jìn)度計(jì)劃甘特圖找出各個(gè)施工段中影響施工進(jìn)度的因素,統(tǒng)計(jì)出各個(gè)影響施工進(jìn)度的因素出現(xiàn)的次數(shù),采用ABC分類法確定了影響市政燃?xì)夤艿拦こ添?xiàng)目進(jìn)度的六大主要因素,結(jié)合實(shí)際項(xiàng)目,分析產(chǎn)生影響施工進(jìn)度的關(guān)鍵因素的原因,從項(xiàng)目進(jìn)度管理控制程序、項(xiàng)目策劃的實(shí)施、主動(dòng)參與設(shè)計(jì)、與相關(guān)方的溝通協(xié)調(diào)管理等方面進(jìn)行論述,得出各因素的最佳解決措施,為市政燃?xì)夤艿拦こ淌┕さ倪M(jìn)度控制提供了最優(yōu)模型。通過(guò)對(duì)市政燃?xì)夤艿拦こ添?xiàng)目的進(jìn)度的有效控制,實(shí)現(xiàn)項(xiàng)目管理的一個(gè)全方位、全過(guò)程的控制,使施工項(xiàng)目各項(xiàng)目標(biāo)都能夠順利達(dá)成,達(dá)到工期最優(yōu),從而節(jié)約成本,提高效益,加強(qiáng)企業(yè)的競(jìng)爭(zhēng)力。
[Abstract]:With the rapid development of China's economy, the environmental deterioration is becoming more and more serious. In 2012, the Ministry of Environmental Protection brought the PM2.5 standard into the "Environmental Air quality Standard", forcing local government departments to put environmental protection issues on the agenda. As a high-calorific environmental energy, natural gas is widely used by local governments. The construction of gas pipeline project has also entered the construction period in full swing. However, the construction management of urban gas engineering is still in the way of headquarters, which can not effectively control the progress of municipal gas pipeline construction. Municipal gas pipeline project schedule control has been puzzling the gas operating units and construction units. The reasonable and effective control and management of the progress of the gas engineering project is conducive to giving full play to the input-output ratio of the investors as soon as possible, to the good maintenance of the economic order and to the improvement of the benefit of the enterprise. By analyzing the progress control of municipal natural gas pipeline construction in an industrial park, this paper provides a template for finding out the main reasons that affect the progress of the project. In the process of project construction, the urban gas operation unit can find out the main factors that affect the progress of the project and take effective measures in time. For people to further understand the gas project schedule management and other related knowledge, project managers can effectively control the progress of municipal gas pipeline construction has a great reference value and guiding significance. This paper takes the municipal natural gas pipeline project of a certain industrial park as the research object, adopts the WBS project decomposition method, carries on the layer by layer decomposition to the municipal gas pipeline project construction project, decomposes the project into the construction drawing design, the material equipment purchase, The 19 steps of project construction, acceptance and so on. The Gantt chart of construction schedule is compiled with MICROSOFT PROJECT software for each subproject, and the schedule of each construction section or construction procedure is planned in detail. According to the factors existing in the construction process of municipal gas pipeline engineering, the factors affecting the construction progress are found out according to the Gantt diagram of the schedule plan. The number of factors affecting construction progress is counted, six main factors affecting the progress of municipal gas pipeline project are determined by ABC classification, and the key factors influencing construction progress are analyzed in combination with actual projects. From the aspects of project schedule management control procedure, project planning implementation, active participation in design, communication and coordination management with relevant parties, the best solution for each factor is obtained. It provides an optimal model for the construction progress control of municipal gas pipeline engineering. Through the effective control of the progress of the municipal gas pipeline project, the management of the project can be realized in all directions and the whole process can be controlled, so that all the objectives of the construction project can be achieved smoothly, the construction period is optimal, and the cost can be saved. Improve efficiency and enhance the competitiveness of enterprises.
