清華廠特種作業(yè)人員安全培訓項目化管理研究

【摘要】:企業(yè)在安全生產(chǎn)管理過程中,其中人員安全培訓管理應屬重要的一項內(nèi)容,特別是特種作業(yè)人員安全培訓,培訓效果直接影響特種作業(yè)人員安全執(zhí)行力的強弱,關乎企業(yè)整體安全生產(chǎn)形勢。但是,從企業(yè)目前各個層面反饋的信息來看,清華廠特種作業(yè)人員安全培訓還沒有達到理想的水平。所以,本文探索在企業(yè)特種作業(yè)人員安全培訓管理模式下,引入項目管理的方法,實現(xiàn)特種作業(yè)人員安全培訓管理和項目管理二者的有機融合,來提升安全培訓效果,為企業(yè)開展員工安全培訓摸索一條新的思路。 本文首先調(diào)研了國內(nèi)外項目管理在培訓領域的發(fā)展概況,以及各大企業(yè)特種作業(yè)人員安全管理的先進方式。其次對企業(yè)目前的特種作業(yè)人員安全培訓管理現(xiàn)狀進行了分析,在系統(tǒng)分析和研究的基礎上,根據(jù)項目啟動,項目計劃,項目實施,項目控制和項目評估等環(huán)節(jié),設計出清華機械廠特種作業(yè)人員安全培訓項目管理的過程模型結(jié)構(gòu)。本文為該過程模型中每一環(huán)節(jié)進行了步驟、方法和過程的設計,并提供一系列實用的項目管理和培訓管理工具,項目管理促進企業(yè)的特種作業(yè)人員安全培訓管理,幫助企業(yè)培訓資源的有效配置,提高安全培訓管理水平,加強安全培訓的有效性,安全性為企業(yè)發(fā)展提供強有力的人力資源保證。 并以2014年起重機司機和廠內(nèi)機動車駕駛?cè)藛T安全培訓項目為例,從實踐的角度和層面,全面展現(xiàn)項目管理的技術方法,提高特種作業(yè)人員安全培訓效果,實現(xiàn)了企業(yè)特種作業(yè)人員安全培訓工作管理的最優(yōu)化和培訓管理的效益最大化。
[Abstract]:In the process of production safety management, the management of personnel safety training should be an important part, especially the safety training of special operation personnel. The training effect directly affects the strength of safety execution ability of special operation personnel. Related to the overall enterprise production safety situation. However, according to the feedback from various levels, the safety training of special operators in Tsinghua Plant has not reached the ideal level. Therefore, this paper explores how to introduce the method of project management under the management mode of safety training for special operation personnel in enterprises, to realize the organic integration of safety training management and project management of special operations personnel, so as to improve the effect of safety training. For the enterprise to develop staff safety training to explore a new way of thinking. This paper first investigates the development of project management in the field of training at home and abroad, as well as the advanced ways of safety management of special operations personnel in major enterprises. Secondly, it analyzes the current situation of safety training management of special operation personnel in enterprises. On the basis of systematic analysis and research, according to the aspects of project start-up, project plan, project implementation, project control and project evaluation, etc. The process model structure of safety training project management for special operators in Tsinghua Machinery Factory is designed. In this paper, steps, methods and processes are designed for each link in the process model, and a series of practical project management and training management tools are provided. Project management promotes the safety training management of special operators in enterprises. It helps the effective allocation of enterprise training resources, improves the management level of safety training, strengthens the effectiveness of safety training, and provides a strong human resource guarantee for the development of enterprises. Taking the safety training project for crane drivers and motor vehicle drivers in the factory in 2014 as an example, the technical methods of project management are comprehensively demonstrated from the perspective of practice, and the safety training effect of special operation personnel is improved. The optimization of safety training management and the maximum benefit of training management are realized.
