【摘要】：本文主要介紹了領導干部經(jīng)濟責任審計分析評價管理系統(tǒng)的研究背景、項目意義和目前的研究與應用現(xiàn)狀,通過對現(xiàn)有系統(tǒng)的研究分析,進一步對系統(tǒng)進行健全完善。本文基于金審工程AO現(xiàn)場審計實施系統(tǒng)和OA辦公自動化系統(tǒng),根據(jù)國家審計署《鄉(xiāng)鎮(zhèn)領導干部經(jīng)濟責任審計數(shù)據(jù)規(guī)劃》(計算機審計實務公告第28號)、《鄉(xiāng)鎮(zhèn)領導干部經(jīng)濟責任計算機審計方法體系》(計算機審計實務公告第29號)分別從業(yè)務流程、系統(tǒng)功能、數(shù)據(jù)建模等方面進行了全面詳細的分析研究；在業(yè)務流程分析中,對現(xiàn)有系統(tǒng)的組織機構(gòu)、業(yè)務流程、存在的問題等進行了研究分析,提出了較為符合工作實際和審計工作需求的業(yè)務流程；在系統(tǒng)功能分析中,通過數(shù)據(jù)流分析和數(shù)據(jù)字典等方式,提出了系統(tǒng)的總體功能架構(gòu)和各功能模塊的結(jié)構(gòu),包括項目管理、自查信息收集管理、AO系統(tǒng)數(shù)據(jù)處理、審計分析、審計評價等模塊；在數(shù)據(jù)分析中,對系統(tǒng)各功能的所對應需要處理的數(shù)據(jù)進行了闡述,對系統(tǒng)數(shù)據(jù)庫表結(jié)構(gòu)進行了研究分析；論文最后總結(jié)了在系統(tǒng)研究與分析過程所做的相關(guān)工作,并對系統(tǒng)在今后干部經(jīng)濟責任審計工作中的應用和前景進行了展望。
[Abstract]:This paper mainly introduces the research background, project significance and current research and application status of the leading cadres' economic responsibility audit analysis and evaluation management system. Through the research and analysis of the existing system, the system is further perfected. Based on the AO on-site audit implementation system and the OA office automation system of the Golden Audit Project, this paper is based on the National Audit Office's data Planning for Economic responsibility Audit of Township leading cadres (computer Audit practice Bulletin No. 28). System of computer auditing methods for Economic responsibility of leading cadres in Township and Township. (computer Audit practice Proclamation No. 29) from the aspects of business process, system function, data modeling and so on, this paper makes a comprehensive and detailed analysis and study; In the process of business process analysis, the organization, business process and existing problems of the existing system are studied and analyzed, and the business processes which are more in line with the actual work and audit requirements are put forward. In the system function analysis, through data flow analysis and data dictionary, put forward the overall functional structure of the system and the structure of each functional module, including project management, self-check information collection management, AO system data processing, audit analysis. Audit evaluation module; In the data analysis, the corresponding data of each function of the system is expounded, and the structure of the system database table is studied and analyzed. Finally, the paper summarizes the related work done in the process of systematic research and analysis, and looks forward to the application and prospect of the system in the future cadre economic responsibility audit.
