【摘要】：煙草行業(yè)是市場潛力巨大的行業(yè)，煙草資金歸集結(jié)算更是各金融機構(gòu)全力爭取的業(yè)務(wù)，市場競爭也異常激烈。近年隨著網(wǎng)絡(luò)科技及電子商務(wù)的發(fā)展突飛猛進，資金結(jié)算模式呈多元化發(fā)展，各金融機構(gòu)相繼推出煙草結(jié)算系統(tǒng)搶占市場份額，煙草公司及各卷煙零售戶也提出多樣化需求，鐵嶺市分行原煙草歸集系統(tǒng)已不適應(yīng)市場的變化，對現(xiàn)有的單一結(jié)算模式及流程進行優(yōu)化勢在必行�？蛻舳鄻有约翱蛻舻亩鄻有孕枨�，對郵儲銀行鐵嶺市分行的煙草歸集結(jié)算流程提出了更高的要求。論文在鐵嶺行現(xiàn)有卷煙零售戶借記卡結(jié)算流程的基礎(chǔ)上，對貸記卡結(jié)算、網(wǎng)上支付結(jié)算、跨行結(jié)算等各種結(jié)算方式的流程方案進行研究，從而豐富優(yōu)化煙草資金歸集流程。 本文主要采用了定性研究、定量研究以及比較研究相結(jié)合的方法，對郵儲銀行鐵嶺市分行煙草資金歸集項目進行流程的分析和再造。針對煙草行業(yè)的資金往來需求，運用作業(yè)測定、作業(yè)分析等基礎(chǔ)工業(yè)工程的方法及質(zhì)量管理控制工具，結(jié)合精益生產(chǎn)、項目管理等管理理論，，分析研究郵儲銀行鐵嶺市分行煙草資金歸集結(jié)算項目的流程管理，改造優(yōu)化適合煙草客戶需求的資金結(jié)算精益化的流程。論文包括緒論、郵儲銀行鐵嶺分行煙草資金歸集結(jié)算業(yè)務(wù)流程的現(xiàn)狀與問題分析、業(yè)務(wù)流程優(yōu)化設(shè)計、業(yè)務(wù)流程優(yōu)化方案的實施保障四部分。論文首先在郵儲銀行鐵嶺市分行煙草資金歸集項目發(fā)展介紹的基礎(chǔ)上給出了研究背景和研究意義，以及研究內(nèi)容和方法。然后基于對郵儲銀行鐵嶺市分行煙草資金歸集結(jié)算業(yè)務(wù)的了解，對煙草零售戶歸集簽約、煙草資金中間業(yè)務(wù)平臺清算、煙草資金付款結(jié)算、煙草資金歸集差錯處理四個主干流程進行了研究。采用了調(diào)研法、時間研究的作業(yè)測定等方法流程分析，發(fā)現(xiàn)了流程中的存在的主要問題及關(guān)鍵原因，說明了改進的方向。在此基礎(chǔ)上針對鐵嶺市分行煙草資金歸集業(yè)務(wù)的客戶簽約、清算平臺、結(jié)算付款提出了一組更為有效的歸集結(jié)算流程優(yōu)化方案。最后還在建立業(yè)務(wù)流程優(yōu)化實施的組織保障、建設(shè)與優(yōu)化后流程相匹配的信息系統(tǒng)、建立以優(yōu)化后流程為基礎(chǔ)的員工培訓(xùn)體系、完善企業(yè)的激勵約束機制四個方面提出了流程優(yōu)化方案實施保障的具體措施。
[Abstract]:Tobacco industry is the industry with great market potential, tobacco funds collection and settlement is the business that all financial institutions strive for, and the market competition is extremely fierce. In recent years, with the rapid development of network technology and electronic commerce, the fund settlement model has diversified development. Financial institutions have introduced tobacco settlement system to occupy market share, tobacco companies and cigarette retailers have also put forward diversified demand. The original tobacco collection system of Tieling Branch has not adapted to the changes of the market, so it is imperative to optimize the existing single settlement model and process. Customer diversity and customer diversity demand put forward higher requirements for the tobacco collection and settlement process of Tieling branch of Postal savings Bank. On the basis of the existing debit card settlement process of cigarette retailers in Tieling Company, this paper studies the process schemes of various settlement methods, such as credit card settlement, online payment and inter-bank settlement, so as to enrich and optimize the tobacco fund collection process. This paper mainly adopts the methods of qualitative, quantitative and comparative research to analyze and reconstruct the process of tobacco fund collection project of Tieling branch of postal savings bank. According to the demand of the tobacco industry, the basic industrial engineering methods and quality control tools, such as job measurement and job analysis, are applied to the management theory of lean production, project management, etc. This paper analyzes and studies the process management of tobacco fund collection and settlement project of Tieling branch of postal savings bank, and reconstructs and optimizes the Lean flow of fund settlement which suits the needs of tobacco customers. The paper includes four parts: introduction, analysis of the current situation and problems of tobacco fund collection and settlement business process of Tieling Branch of Postal savings Bank, optimization design of business process, implementation of business process optimization scheme. Firstly, based on the introduction of the tobacco fund collection project of Tieling Branch of Postal savings Bank, the research background, significance, contents and methods are given. Then, based on the understanding of the collection and settlement business of tobacco funds in Tieling City Branch of the Postal savings Bank, the collection and settlement of tobacco retail households, the clearing of tobacco funds intermediate business platforms, and the settlement of tobacco funds payment are carried out. The four main processes of tobacco fund collection error processing were studied. The main problems and key reasons in the process are found out and the direction of improvement is explained. On the basis of this, a group of more effective optimization schemes are put forward for the clients signing, clearing platform and settlement and payment of tobacco funds collection business in Tieling City Branch. Finally, it also establishes the organizational guarantee for the implementation of business process optimization, the construction of an information system that matches the optimized process, and the establishment of an employee training system based on the optimized process. Four aspects of improving the incentive and constraint mechanism of enterprises put forward specific measures to ensure the implementation of the process optimization scheme.
