【摘要】：科學(xué)技術(shù)作為知識(shí)經(jīng)濟(jì)的重要基礎(chǔ),已逐漸應(yīng)用到商業(yè)、教育、政府等活動(dòng)中去,其重要性已得到了全世界各國的廣泛共識(shí)。隨著研發(fā)經(jīng)費(fèi)飛速的投入,世界各國早已開始加強(qiáng)對(duì)科研項(xiàng)目成本管理的研究與應(yīng)用。相對(duì)于西方發(fā)達(dá)國家,我國科研項(xiàng)目成本管理研究基礎(chǔ)較為薄弱,成本管理理論及工具在科研項(xiàng)目管理過程中未得到廣泛應(yīng)用。在此背景下,本文針對(duì)S研究院科研項(xiàng)目成本管理現(xiàn)狀和存在的問題進(jìn)行研究,旨在探索出一套適用于S研究院成本管理的優(yōu)化方案。首先,闡明了論文的研究背景、研究意義、研究內(nèi)容、研究方法及技術(shù)路線;其次,對(duì)與科研項(xiàng)目成本管理有關(guān)的基礎(chǔ)理論和國內(nèi)外文獻(xiàn)綜述進(jìn)行歸納、總結(jié)和評(píng)述;再次,對(duì)S科研院科研項(xiàng)目成本管理現(xiàn)狀進(jìn)行了分析,總結(jié)出S研究院存在成本管理意識(shí)淡薄、成本管理職責(zé)模糊、成本管理方法落后和成本管理配套缺乏等問題;然后,利用所學(xué)到的科研項(xiàng)目成本管理相關(guān)理論和方法,在堅(jiān)持全面成本管理原則、目標(biāo)成本管理原則、動(dòng)態(tài)成本管理原則、權(quán)責(zé)利結(jié)合原則的基礎(chǔ)上,設(shè)計(jì)了涵蓋成本管理組織、成本預(yù)算環(huán)節(jié)、成本控制環(huán)節(jié)、成本考核環(huán)節(jié)、管理配套建設(shè)的S研究院科研項(xiàng)目成本管理的優(yōu)化方案;最后,將優(yōu)化的成本管理方案應(yīng)用到船舶自動(dòng)化焊接項(xiàng)目中加以檢驗(yàn),并對(duì)應(yīng)用效果進(jìn)行了分析總結(jié)。本文創(chuàng)新性的將先進(jìn)的成本管理理論與方法引入S研究院科研項(xiàng)目成本管理過程中來,對(duì)構(gòu)建S研究院成本管理方案體系、提高S研究院的科研項(xiàng)目管理能力有著非常重大的意義,并對(duì)日后S研究院科研項(xiàng)目成本管理工作的開展具有一定的指導(dǎo)作用。
[Abstract]:Science and technology, as an important foundation of knowledge economy, has been gradually applied to business, education, government and other activities, its importance has been widely recognized in the world. With the rapid investment of R & D, countries all over the world have begun to strengthen the research and application of scientific research project cost management. Compared with the western developed countries, the research foundation of scientific research project cost management in China is relatively weak, and the cost management theory and tools have not been widely used in the process of scientific research project management. Under this background, this paper studies the current situation and existing problems of S research project cost management, in order to explore a set of optimization scheme suitable for S research institute cost management. First of all, it clarifies the research background, significance, research content, research methods and technical route of the thesis; secondly, it summarizes, summarizes and comments on the basic theory and literature review related to the cost management of scientific research projects. Thirdly, the current situation of cost management in S research institute is analyzed, and some problems such as weak consciousness of cost management, vague responsibility of cost management, backward methods of cost management and lack of supporting cost management are summarized. Then, based on the relevant theories and methods of scientific research project cost management, we insist on the principle of total cost management, the principle of target cost management, the principle of dynamic cost management, the principle of combining rights, responsibilities and interests. The optimization scheme of cost management of S Research Institute is designed, which includes cost management organization, cost budget, cost control, cost assessment and supporting construction of S Research Institute. Finally, the optimized cost management scheme is applied to the ship automatic welding project to be tested, and the application effect is analyzed and summarized. This paper innovatively introduces the advanced cost management theory and method into the cost management process of S Research Institute, and constructs the cost management scheme system of S Research Institute. It is of great significance to improve the scientific research project management ability of S Research Institute, and it has certain guiding function to carry out the cost management work of S Research Institute in the future.
