【摘要】：稅務(wù)信息化管理是保證中國稅務(wù)工作得以順暢進(jìn)行的重要保證,是實現(xiàn)我國稅收征管的基礎(chǔ)性需求,也是確保地稅工作妥善進(jìn)行的重要保障。自上個世紀(jì)九十年代初期開始,福建的國稅、地稅正式分開設(shè)立,自此,其地稅信息化也開始萌芽,通過二十多年的持續(xù)改進(jìn),福建的地稅信息化獲得了較為不錯的成果——研發(fā)使用了一些征收管理系統(tǒng),妥善完成征管、計劃等關(guān)鍵環(huán)節(jié)�？墒蔷筒块T基層稅務(wù)機關(guān)管理稅源納稅戶方面而言,其獲取及統(tǒng)計信息的手段(手工臺賬)仍舊比較落后,對推進(jìn)稅收征管工作朝科學(xué)、信息化方向發(fā)展十分不利。本論文先闡述了稅源管理的現(xiàn)實情況以及具體業(yè)務(wù)需要,探析了核心業(yè)務(wù)的具體環(huán)節(jié),該系統(tǒng)需要滿足對土地稅源的管理、建安項目管理、不動產(chǎn)管理等各類稅源管理業(yè)務(wù),同時具有對稅源企業(yè)的核定征收功能,能夠為各類稅源企業(yè)開具稅收證明等材料。根據(jù)業(yè)務(wù)分析,對系統(tǒng)進(jìn)行了功能性板塊分類——土地稅源、建安項目、不動產(chǎn)項目、核定征收、證明管理,并以UML為工具,構(gòu)建了各個功能模塊的用例圖,為稅收人員實現(xiàn)稅源信息化管理提供保障。本文具體介紹了系統(tǒng)的設(shè)計、系統(tǒng)的架構(gòu)以及如何實現(xiàn)系統(tǒng),論述例如建立系統(tǒng)的具體方式以及開發(fā)過程。本系統(tǒng)以J2EE架構(gòu)作為基礎(chǔ),采用Oracle數(shù)據(jù)庫,借助B/S架構(gòu)模式,采取有效方式以地稅局稅源管理系統(tǒng)為對象實施了項目需求以及系統(tǒng)分析,執(zhí)行了系統(tǒng)設(shè)計。本論文建立了較為完整的稅源管理系統(tǒng),該系統(tǒng)大大方便了基層稅收管理員的工作,他們可從系統(tǒng)上瀏覽不同行業(yè)的大致稅收狀況,還可以搜索某個具體納稅戶的有關(guān)信息,完成了對建安項目等納稅戶的信息平臺構(gòu)建,充分實現(xiàn)了信息的共同分享,大大完善了業(yè)務(wù)流程,優(yōu)化了基層稅務(wù)機關(guān)的征收管理品質(zhì),提升了征管的效率。實現(xiàn)系統(tǒng)開發(fā)之后,對系統(tǒng)進(jìn)行了測試,具體測試方式為白盒和黑盒測試,最終測試結(jié)果證明:系統(tǒng)與最開始的設(shè)計目標(biāo)相符合,實現(xiàn)了地稅局稅源的信息化管控,大大提升了有關(guān)工作人員的工作效率。
[Abstract]:Tax information management is an important guarantee to ensure the smooth progress of China's tax work. It is also the basic demand for the realization of tax collection and management in China. It is also an important guarantee to ensure the proper conduct of local tax work. Since the beginning of the early 1990s, the state tax and local tax in Fujian have been formally established separately. Since then, the informatization of local taxes has also begun to sprout, and through the continuous improvement of more than 20 years, The informatization of local tax in Fujian has achieved a good result-some collection and management systems have been used in R & D, and the key links such as collection and management, planning and so on have been properly completed. However, as far as the department's basic tax authorities are concerned, the means of obtaining and statistical information (manual bookkeeping) are still relatively backward, which is very unfavorable to the development of tax collection and management in the direction of science and information. This paper first describes the reality of tax source management and the specific business needs, analyzes the specific aspects of the core business, the system needs to meet the land tax source management, Jianan project management, real estate management and other types of tax source management business. At the same time, it has the function of checking and collecting tax source enterprises, and can issue tax documents for all kinds of tax source enterprises. According to the business analysis, the system is classified into functional blocks-land tax source, Jian'an project, real estate project, approved collection, certification management, and the use case diagram of each function module is constructed with UML as the tool. For tax personnel to achieve the source of tax information management to provide protection. This paper introduces the design of the system, the architecture of the system and how to implement the system, such as the establishment of the system and the development process. This system is based on J2EE structure, adopts Oracle database, and adopts the B / S structure mode, takes the tax source management system of Local Revenue Bureau as the object to carry out the project demand and system analysis, and carries out the system design. This paper establishes a relatively complete tax source management system, which greatly facilitates the work of grass-roots tax administrators. They can browse the general tax status of different industries from the system, and can also search for relevant information of a specific taxpaying household. Completed the construction of information platform for tax payers such as Jian'an project, fully realized the sharing of information, greatly improved the business process, optimized the collection and management quality of grass-roots tax authorities, and improved the efficiency of collection and management. After realizing the system development, the system is tested, the concrete test method is white box and black box test. The final test result proves that the system accords with the original design goal, and realizes the information control of the tax source of the local tax bureau. The efficiency of the staff concerned has been greatly improved.
